"It's time to invite the Super Flying Man!" "Space Guard, let's go!" During the summer vacation, cartoons have become a favorite of many children, and some of the actions and languages in them have also become the objects of their vying to imitate.

In recent years, with the rapid development of the Internet, the animation industry has also ushered in the spring. However, since most of the viewers are minors, some undesirable problems in cartoons have gradually emerged.

Previously, "Pleasant Goat and Big Big Wolf" and "Bear Haunted" were required to make content rectifications due to "violent loss and vulgar language", which aroused public attention.

A reporter from the Rule of Law Daily found that in recent years, there have been countless cartoons that have been removed from the shelves, stopped broadcasting, or required rectification, mainly involving violence, blood, and inappropriate plots. "The Legend of the Seven Swordsmen of the Blue Rabbit" and so on.

"Before, there were a lot of bloody and violent scenes in a Japanese cartoon that a child watched. I was very uncomfortable watching it, so the child was not allowed to watch this type of cartoon anymore." Mr. Cao from Songjiang District, Shanghai The reporter told reporters that his 12-year-old son usually likes to use his tablet to watch domestic cartoons on some apps. Because he is worried about bad footage, he will check it online or browse it quickly to see if it is suitable for his children to watch.

The son of Mr. Changhuang from Nanchang, Jiangxi, is 16 years old this year. He likes watching Japanese cartoons about romance very much. During the summer vacation, he would hold his mobile phone and watch him constantly. There are many scenes of fighting, killing, and falling in love.

"I don't think these shots are suitable for children his age to watch."

Ms. Ma and Mr. Huang from Cangzhou, Hebei have the same troubles.

Her daughter is 13 years old, and she usually uses her family's Internet TV to watch her favorite cartoons.

“I didn’t care too much about what she watched. It wasn’t until one time when she saw that the female characters in a cartoon dress was very revealing, and she began to worry that the child would follow suit. She quickly told her that she couldn’t wear it like this in reality, and then she watched this kind of animation. I will stop it."

In April this year, the Jiangsu Provincial Consumer Rights Protection Committee released the "Investigation Report on Safe Consumption of Violations of Minors in the Animation Field."

The report sorted out 1,465 problems from 21 popular cartoons, focusing on vulgar language, violent scenes, and dangerous behaviors.

The report shows that 80% of the parents surveyed support strict control of the screening scale.

"Containing violent blood, dark terror, instigating crimes, etc., as well as cartoons that have problems such as dressing exposure, pornography and vulgarity, and bloody horror scenes, which violate the Law on the Protection of Minors, Network Security Law, "Internet Information Service Management Measures", etc. Relevant regulations." Zheng Ning, director of the Law Department of the School of Cultural Industry Management, Communication University of China, said that some obviously illegal animations should be cracked down by the relevant regulatory authorities; the platform should also consciously take measures to prevent animations containing these content from being put on the shelves. Or make changes and then put it on the shelf.

Li Hongjiang, deputy director of the Intellectual Property Department of Beijing Guantao Law Firm, believes that all platforms should set up a youth model, restrict the content that young people can watch, and adjust the problem from the perspective of viewing channels; parents are finding that children are watching Inappropriate programs should be actively stopped, and guide children to watch positive programs, to help children develop good viewing habits.

"Encourage the society to complain and report on cartoons containing violent blood, dark terror, abetting crime, etc., relevant platforms or regulatory authorities should promptly investigate and deal with it to purify the online environment of minors." Li Hongjiang said bluntly, but it is worthwhile Note that whether there is a problem with the animation plot is not a question of right or wrong, but a question of value judgment.

Parents can guide their children to watch some educational film and television works when they cannot control the content of cartoons.

Zheng Ning also believes that parents have the right to report, but whether to remove the shelves should be in accordance with the law and in accordance with the relevant procedures. They cannot be removed as soon as there is a report. After all, the legal rights and interests of animation investors, producers and authors should also be affected. To protect, the disposal of cartoons should comply with the principle of proportionality.

This summer, the Central Cyberspace Administration's special action focused on solving 7 types of prominent online problems that endanger the physical and mental health of minors, including the problem of children's bad animation works.

This special action requires that "cult" videos spreading violent blood, dark horror, abetting crimes, etc. should be resolutely cleaned up, and the existence of exposed characters, erotic and vulgar plots, bloody horror scenes, and other imitations easily caused by minors should be carefully investigated. Children’s animation works on dangerous behaviors and other issues.

Now that all kinds of cartoons are mixed, how can we keep minors away from bad cartoons?

Zheng Ning suggested that a review committee should be established with the participation of parents, school teachers, film and television workers and other parties to strictly control the checks.

At the same time, excellent cartoons can be screened through the youth model, etc., to accompany children to watch cartoons, and to educate children not to imitate dangerous and violent behaviors.

Li Hongjiang suggested that, for the development of the animation industry, it is necessary to ensure a relaxed cultural creation atmosphere, but also to do a strict check. A content classification management system can be adopted to check and evaluate according to the needs of audiences of different ages, rather than simply and rudely. Negative, otherwise it will kill the birth of excellent cartoons.

"It can be graded according to the acceptability and needs of different age groups, so as to prevent the scale of cartoons from exceeding the acceptable range of children." Li Hongjiang said, for example, Japanese cartoons are divided into four grades, of which G-grade animations are suitable for all ages. , PG12 animation means that children under the age of 12 need to be accompanied by an adult to watch, R15 animation means that it is forbidden to watch under 15 years of age, and R18 animation means that it is forbidden to watch under 18 years of age.

The grading system of Japanese animation has made its animation industry develop rapidly, and my country can learn from it appropriately.

However, the difficulty of implementing a cartoon grading system lies in how to formulate grading standards, and it is also very difficult to review.

Zheng Ning believes that there are two problems with the establishment of a grading system: one is the problem of concept, which depends on whether the supervisory department is willing to change the one-size-fits-all management method and fine-tune the management of cartoons; the second is the issue of the implementation level, how to classify and the consequences of classification, etc. It remains to be explored and refined.

Zheng Ning said that the current production level of my country's animation industry has been greatly improved, but there are still major problems in the transmission of values, which are reflected in the advocacy of violence, insufficient cultural heritage, and insufficient originality. It is recommended to increase the intensity of training animation talents. , Strengthen the culture and value education of animation talents.
