This device will allow French people living abroad and their dependents vaccinated with one of the vaccines recognized by the European Medicines Agency (AEM) or their equivalents to obtain a health pass valid on French territory and in space. European, it is specified.

A measure that concerns French people living outside the EU

Only expatriates who do not reside in the European Union are concerned, the European health pass already working in France, specifies FrancetvInfo.

In other words, for these French people living outside the EU and who wish to apply for a health pass, they must send an email to the Ministry of Europe and Foreign Affairs, whose address differs depending on whether one resides in America, in Asia, in Africa, the Middle East or Oceania (see addresses in Jean-Baptiste Lemoyne's tweet).

To this email, you must attach proof of vaccination, along with an identity document and proof of residence abroad.

After receipt, the Ministry of Europe and Foreign Affairs sends a QR code that you just need to scan or print to be able to use your health pass and not have to take the test every two days.

And for those vaccinated with a vaccine not recognized in Europe?

On the other hand, it remains the case of French expatriates who have received a vaccine not recognized by the AEM, as is the case for Russian and Chinese vaccines.

For the latter, the government is considering a third dose of an RNA vaccine (Pfizer, BiNTech or Moderna), says FrancetvInfo.

Finally, the last clarification provided by the Ministry for Europe and Foreign Affairs: firstly, the issuance of these health passes to French citizens living abroad is reserved for those already present on the national territory or arriving by the 31st. August.

Requests for an arrival after this date will be taken into account later.
