A “busy” year, “even if it seemed like there weren't many people in the streets”. Inspector General Brigitte Jullien, head of the IGPN (General Inspectorate of the National Police), presented on Tuesday an annual report of the "police police" marked by the health measures taken to fight against the coronavirus. Despite periods of confinement and curfews, the service's activity was "sustained" in 2020, the document said. Some 5,420 reports were received on the platform created in 2013 on the website of the Ministry of the Interior, an increase of 13% compared to 2019. Certification checks, the wearing of compulsory masks, etc.: the increase is explained partly by a large number of reports linked to the contestation of the verbalizations.

“The verbalization of the population by the police was badly experienced and, sometimes, made in somewhat questionable conditions, recognizes Brigitte Jullien.

We picked him up and prosecuted the police officers who behaved inappropriately.

The increase in reports is also linked to the movement "Black lives matters" and the demonstrations organized against the law on global security.

Almost 80% of the reports were deemed admissible.

In detail, a quarter of them concerned excessive use of force, 18.5% a lack of respect due to the population, 17.22% the refusal to take a complaint or the lack of consideration of the status of complainant or victim.

"A very sustained year in the judiciary"

"We also had a very sustained year in the judiciary", underlines the head of the IGPN. In 2020, the investigation services of the police force were seized by the prosecution of 1,101 investigations, against 1,460 in 2019 - which remains a record year -, 1,180 in 2018 and 1,085 in 2017. Almost half (48, 5%) of referrals relate to accusations of violence committed mainly during an arrest (41.5%) or during a demonstration (21.5%). To a lesser extent, identity checks and road checks are responsible for 13.5% and 11% of referrals, respectively.

In addition, 173 pre-disciplinary administrative inquiries (ethics, professional misconduct, etc.) were opened in 2020, compared to 224 in 2019, a decrease of 30%.

A decrease which can be explained, according to Brigitte Jullien, by the fact that "the directorates [of the national police] have developed administrative investigations".

No less than 520 breaches were noted by the IGPN during these investigations, of which 20% related to the duty of exemplarity.

The police force proposed sanctions against 229 officers, including 122 referrals to the disciplinary board.
