In recent years, the media has reported more than once in sexual assault cases that the perpetrator used psychotropic drugs on the victim. Where did these drugs come from, are there any abuses, and what are the hidden dangers to the comprehensive management of social security?
The prosecutor undertaking the case launched an investigation with these questions.
Investigations have shown that GHB drugs have complex ingredients and a wide range of variants. The common ones are triazolam, clonazepam, flunazepam, etc. Among them, triazolam is a class of psychotropic drugs and belongs to the category of drugs stipulated by the criminal law; clonazepam Pan and flunitrazepam belong to the second category of psychotropically controlled drugs and are strictly controlled prescription drugs.
However, on some e-commerce platforms, it is possible to obtain a prescription certificate issued by the e-commerce platform through online appointments and other methods.
On the online shopping platform, prosecutors tried to search with "obedient water" and "temptation water" as keywords, and most of the product pages that appeared suggested or even stated that there are effects of amnesia, aphrodisiac, and lethargy after taking it.
During the investigation, the prosecutors also found that some illegal vendors illegally purchased GHB drug raw materials, changed the packaging, changed the name, such as "Rejuvenation Liquid", etc., and sold them as "adult health care products" or "adult perfume". If the buyer is interested , You can use WeChat, QQ and other tools to contact on a single line, send "genuine" messages separately, and even publish "magic videos" online as gimmick advertisements, establish a so-called user group, guide medication online, and exchange medication experience.
This type of sales has caused serious consequences. Some criminal suspects not only use GHB drugs to rape the victim, but also upload the infringing videos to the Internet to show off and sell them, and use drugs to exercise mental control on the victim, causing both mental and physical torture to the victim.
Buying may be guilty of multiple crimes
This situation has aroused great attention from the leaders of the Jiangsu Provincial Procuratorate and the Huai'an City Procuratorate, requiring the two levels of courts to work with public security, courts and other departments to jointly combat and prevent such crimes.
To this end, the Huai'an City Procuratorate, together with the public security and courts, held a seminar to discuss measures to combat crime.
According to the police, such drugs have dual harm to the victim's body and spirit. On the one hand, overdose may cause dependence, which may lead to confusion, coma, apnea, and even death from suffocation; on the other hand, it may be sexually assaulted. Wu Hejun said that GHB drugs are clearly prescribed by the state as psychotropic substances. Combat prevention requires a multi-pronged approach
