While the disappearance of foreign technical intern trainees who learn skills while working in Japan continues, the working environment where the trainees disappeared without conducting an on-the-spot inspection of the host where the disappearance occurred. A survey by the Board of Audit found that there were cases where the understanding was not advanced.

This was found as a result of the Board of Audit's investigation of 3639 cases of the disappearance of foreign technical intern trainees nationwide during the six months to September.

When the disappearance of a technical intern trainee is discovered, the nationally authorized corporation "Organization for Technical Intern Training" is supposed to carry out on-site inspections of accepting companies, etc., but according to the Board of Audit, 755 cases, which is about 20%. So, it means that the inspection had not been carried out six months after the disappearance.

In addition, for 557 cases, which is about 73% of these, materials such as wage ledgers were not obtained from the recipients.

It is said that one of the reasons why the disappearance of technical intern trainees continues is that there are troubles related to wages and working hours, but from this survey, the situation that led to the disappearance of the working environment and living conditions It became clear that there were cases where the understanding was not advanced.

The Board of Audit has requested the Organization for Technical Intern Training for Foreigners to promptly obtain materials such as wage ledgers when disappearances are discovered.

According to the Organization for Technical Intern Training for Foreigners, "There are cases where the number of personnel is limited and we cannot keep up with the response. We would like to take the indications seriously and strive for proper inspection work."

Expert "Need to make drastic revision of the system"

Associate Professor Yoshihisa Saito of the Graduate School of International Cooperation Studies, Kobe University, who is familiar with the labor issues of foreign technical intern trainees, said, "The limited manpower of the Organization for Technical Intern Training has caused a series of disappearances and delays in their investigations. It is one of the causes of this. It is necessary to make drastic revisions to the system, such as by taking the initiative of the government or allowing trainees to change jobs widely. "
