According to the website of the Beijing Municipal Public Security Bureau’s Public Security Traffic Management Bureau, Beijing Municipal Public Security Bureau and other five departments issued the "Notice on Strengthening the Management of Violating Electric Three- and Four-Wheel Vehicles" (the "Notice") on the 12th. It is proposed that starting from January 1, 2024, illegal electric three- and four-wheelers shall not be driven on the road, and shall not be parked in public places such as roads, squares, and parking lots.

  The “Notice” clarified that illegal electric three- and four-wheeled vehicles are those produced without the approval of the Ministry of Industry and Information Technology and are not listed in the “Announcement of Road Motor Vehicle Manufacturers and Products”. The performance of the vehicles does not meet the technical standards for motor vehicle safety. Passenger or cargo three-wheeled and four-wheeled vehicles.

  The "Notice" requires that the production and sale of illegal electric three- and four-wheeled vehicles is prohibited.

Those who illegally produce or sell vehicles shall be confiscated by the market supervision department, and shall be punished in accordance with the law.

Constitute a crime, be held criminally responsible.

As of the date of this notice, no unit or individual may add new illegal electric three- and four-wheelers.

  A transition period will be set for illegal electric three- and four-wheelers purchased before the issuance of the "Notice". The transition period will end on December 31, 2023.

When driving on the road during the transition period, the relevant traffic regulations shall be observed.

Violation of traffic regulations will be investigated and punished by the traffic management department of the public security organ according to law.

  The "Notice" stated that after the transition period (from January 1, 2024), illegal electric three- and four-wheelers are not allowed to drive on the road, and are not allowed to park in public places such as roads, squares, and parking lots.

Those who drive or park illegally on the road will be investigated and punished by law enforcement agencies in accordance with the law.

  The "Notice" pointed out that the competent departments of postal delivery, landscaping, and environmental sanitation should formulate management methods for the use of electric three- and four-wheelers in their respective industries, strengthen daily management during the transition period, and replace all vehicles with legal vehicles after the transition period.

Electric vehicles used in specific areas such as factories, tourist attractions, and amusement parks are managed in accordance with the regulations for special motor vehicles in the field (factory).
