Compulsory vaccination of caregivers, expansion of the health pass?

Faced with an upsurge in Covid-19 contamination, President Macron will announce new measures on Monday to prevent a fourth wave from sweeping through hospitals this summer.

The Head of State, who will address the French at 8 p.m., should detail the measures decided in the morning at the Elysee Palace during an exceptional defense council.

He "will talk about the health situation and its evolution, in light of the epidemic data in other countries, and the importance of vaccination," said people around him.

Compulsory vaccination of caregivers very likely

The subject of numerous consultations for several days, compulsory vaccination of caregivers should be on the agenda.

"It was an option (….) Today, it is a very probable and legitimate hypothesis", said Sunday the Secretary of State for European Affairs, Clément Beaune, during the "Grand Rendez-vous" Europe 1 / CNews / Les Echos.

The government is working on a bill that could be adopted before the end of July.

This speech comes two and a half months after unveiling the deconfinement schedule easing health restriction measures, while the third wave of the epidemic was ebbing.

But the spread of the Delta variant, which is much more contagious, quickly brought up contaminations.

On Saturday, nearly 4,700 cases were recorded, against 3,000 a week ago.

For epidemiologist Arnaud Fontanet, an “outbreak” of SARS-CoV-2 infections, the prelude to a fourth wave, is inevitable.

But the big question is to know "if it will be accompanied or not by a rise in severe cases and hospitalizations", he explained Saturday on Europe 1.

People at risk still insufficiently vaccinated

The variable that could "change everything" compared to previous waves, "it is vaccination" which protects 95% of serious forms of the Delta variant, says the member of the Scientific Council who has guided the government since the start of the pandemic.

The authority therefore recommends tightening the bolts to prevent a tsunami in the hospital, where for the moment, the recession continues.

In an opinion delivered on Friday, the Scientific Council recommends the "obligation to vaccinate caregivers", but also "other categories, such as caregivers, personal services staff or all exposed (non-health) professionals and exposing them to a risk for others ”.

Another concern: the low vaccination rate among people at risk: those over 60 and obese people.

Lowered gauges?

To facilitate the vaccination of officials, Minister Amélie de Montchalin intends to send an instruction Monday to the prefects inviting them to open "barnums" in front of prefectures, departmental and regional directorates, said his entourage, confirming information from the JDD.

In addition to the intensification of vaccination, Emmanuel Macron could announce a tightening of restrictions, including a possible extension of the health pass (vaccination certificate or negative test).

On this ground, the Scientific Council advocates a lowering of the gauge (currently set at 1,000 people) for events subject to this pass, as well as "partial restrictive measures" in the most affected geographical areas, "including in July and August ”.
