In an interview with a reporter from China News Agency recently, a well-known mainland legal scholar said that the implementation of the law has met expectations, especially in maintaining national security, restoring order and safeguarding rights.

  Han Dayuan, a member of the Hong Kong Basic Law Committee of the Standing Committee of the National People’s Congress and a professor at the Renmin University of China Law School, pointed out that the effect of the implementation of the Hong Kong National Security Law has been significant. No damage, these are objective facts that anyone without prejudice agrees with.

  In his specific analysis, the Hong Kong National Security Law only punishes the criminal acts and activities of a very small number of people, thereby protecting the legitimate rights and interests of the vast majority of law-abiding citizens. Some Western politicians and the media's so-called "civil rights damage" accusations are self-defeating.

According to the "2020 Rule of Law Index" published by the "World Justice Project", Hong Kong continues to rank 5th in East Asia and the Pacific and 16th in the world.

  Zhou Yezhong, vice president of Wuhan University and professor of law school, told reporters that since the implementation of the National Security Law, Hong Kong’s anti-China forces have been severely cracked down, and national security has been effectively guaranteed.

The people of Hong Kong have the courage to show their political attitude, and the force of patriotism and love for Hong Kong is gradually growing.

In addition, the business environment has been further improved, some so-called "large-scale capital outflows" have failed, and the aggregate balance of the banking system has risen to a high level in the past four years.

During the interview, Han Dayuan also pointed out that the situation that some people were worried about did not appear. On the contrary, Hong Kong's financial system is stable and orderly, and the continuous interaction with the mainland capital market creates a good investment environment.

  The stabilization of society does not mean that deep-seated contradictions have been resolved, and the risk of endangering national security remains.

Han Dayuan believes that, especially the radical "Hong Kong Independence" organizations that have been uncovered recently and cases that endanger national security, we are required to be vigilant in times of peace, objectively analyze existing problems, earnestly implement the national security law, and further expand the consensus based on the national security law.

  "Being vigilant in times of danger, we must implement the Hong Kong National Security Law in greater depth." Zhou Yezhong mentioned that the fundamental purpose of the central government's implementation of the "One Country, Two Systems" policy in Hong Kong is to safeguard national sovereignty, security, and development interests, and maintain Hong Kong's prosperity and stability.

However, some deep-seated problems in the development of Hong Kong are still unavoidable, such as economic and housing problems.

The solution of these problems requires the whole society to fully seize the opportunities of the country’s 14th Five-Year Plan and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area to better integrate into the overall development of the country.

  After more than 20 years of practice, "one country, two systems" is still a new thing, and it will face new problems and challenges.

Han Dayuan said that he cannot evade the problems in the implementation of the National Security Law.

For example, the social consensus on the National Security Law still needs to be further improved; the citizens still have ambiguities in their understanding of the National Security Law, and consensus needs to be gathered in individual cases; the core concepts of the National Security Education System need to be further rooted in the hearts of the people.

  He also mentioned that "one country, two systems" is not a stopgap measure, but an open national system that keeps advancing with the times.

In his important "July 1" speech, General Secretary Xi Jinping reiterated adherence to the basic principle of "one country, two systems" and clearly put forward two "implementations" and two "maintenances."

Hong Kong should raise its awareness of the importance of national security and earnestly fulfill its constitutional responsibility of safeguarding national security.

  Zhou Yezhong also said that with the implementation of the National Security Law and the improvement of the electoral system, Hong Kong's patriotism and Hong Kong forces will be greatly strengthened, and the full and effective implementation of "one country, two systems" will have sufficient constitutional and political guarantees.
