  According to the "Notice" issued by the Beijing Municipal Education Commission this time, during the special rectification of off-campus training institutions, the Municipal Education Commission carried out law enforcement inspections on off-campus training institutions and found that 5 in-service teachers in elementary and middle schools were paid part-time in violation of regulations in off-campus training institutions.

  The "Bulletin" involved three schools, including the Hujialou Central Primary School in Chaoyang District, Beijing Runfeng School in Chaoyang District, and Mizidian Middle School in Tongzhou District. The five teachers involved were given warnings and removed from their teaching posts by the local education committee. .

Typical cases include the issue of a teacher from No. 12 Middle School in Shijiazhuang City, Hebei Province, who opened an off-campus training class and induced students to participate in paid supplementary lessons.

The state recruits training institutions to "relieve fever"

This is the first important document that regulates the development of off-campus training institutions at the national level, from clearly setting standards, standardizing training behavior, and strengthening supervision and management. And other aspects to make norms.

  In the same year, the Ministry of Education issued the "Ten Guidelines for the Professional Conduct of Primary and Secondary School Teachers in the New Era", which clarified that primary and secondary school teachers "must not organize or participate in paid supplementary lessons, or introduce students or provide relevant information to off-campus training institutions and others."

  In May of this year, the 19th meeting of the Central Committee for Comprehensively Deepening Reforms also reviewed and approved the "Opinions on Further Reducing the Burden of Students' Work and Off-campus Training in Compulsory Education."

The meeting emphasized that it is necessary to fully standardize the management of off-campus training institutions and adhere to strict governance.

  In addition, the newly revised Law on the Protection of Minors also clearly stipulates that off-campus training institutions shall not provide primary school curriculum education to preschool minors; schools and kindergartens shall not cooperate with off-campus training institutions to provide minors with paid course guidance and other content.

  The Regulations on the Protection of Schools for Minors, which will be implemented on September 1, 2021, also clearly stated that schools must not cooperate with off-campus training institutions to provide students with paid courses or course guidance.

  It is worth noting that in addition to the national level, some places have also implemented special legislation to regulate off-campus training institutions.

  In August 2020, the 20th meeting of the Standing Committee of the Thirteenth People's Congress of Liaoning Province reviewed the proposal of the Liaoning Provincial Government to submit for review the "Regulations on the Management of Off-campus Training Institutions in Liaoning Province (Draft).
