　　In his speech, Wu Zhiliang, chairman of the League of Scholars of Macau, said that perfecting the governance system and mechanism of “one country, two systems” and implementing “patriots ruling Hong Kong” and “patriots ruling Macau” are key steps.

Both Macau and Hong Kong are special zones where China implements the "One Country, Two Systems". It must be governed by "patriots", and the standards and directions of "patriots" should be consistent. If the leadership of the Communist Party of China must be respected and maintained sincerely Safeguard national sovereignty, security, and development interests, and sincerely safeguard the reunification of the motherland.

However, because the political, economic and social atmospheres of Hong Kong and Macao are different, the implementation of Patriot governance should be different according to their respective regional conditions.

　　Wu Zhiliang pointed out that the Macau society should seriously summarize the status quo of "patriots governing Macau", especially the successful experience, and give full consideration to the full implementation of relevant system guarantees.

"On this issue, the theoretical circle of Macau should give full play to its advantages and take the courage to shoulder it."

　　Ye Guiping, Director of the Research Center for Social and Economic Development of Macau, gave a speech on the topic of "Focus on people's livelihood and well-being and consolidate the foundation of'patriots governing Macao'".

He said that the purpose of implementing the "patriots governing Macao" is to maintain the long-term prosperity and stability of the SAR, and better protection of people's livelihood is the cornerstone and prerequisite for maintaining the harmony and stability of Macao's society.

Therefore, the SAR government must focus on improving people's livelihood and welfare, so that the general public will have more sense of gain, happiness, and security in the development of joint construction and shared development.

　　Wang Yu, president of the Macau Innovation and Development Think Tank, said that the Macau SAR government can discuss with the governments of the Greater Bay Area cities in the Mainland to "work on the job" of civil servants and strengthen the political loyalty obligations, training and exchange mechanisms of civil servants.

　　Jiang Hua, a senior tutor at the Constitution and Basic Law Research Center of the University of Macau, said that Hong Kong and Macau SAR, as a local administrative region directly under the central government, should naturally be in the hands of patriots.

According to Article 23 of the "Macao Basic Law", the Macao Special Administrative Region must enact laws on its own to prohibit acts that endanger national security.

Therefore, it is only natural for the Macao Special Administrative Region to adhere to the principle of "patriots governing Macao".
