Beijing, June 17 (Reporter Ding Yiting) Fifteen departments including the Ministry of Housing and Urban-Rural Development recently issued the "Opinions on Strengthening County Towns' Green and Low-Carbon Construction", proposing to control the density and intensity of county construction.
The construction of county towns should be dense, well-distributed, and rationally arranged. It is necessary to prevent blindly carrying out high-density and high-intensity development, but also to prevent the spread of large pie-style disorder.
The population density of the built-up area of the county should be controlled at 6,000 to 10,000 per square kilometer.
The "Opinions" also proposed that the height of civil buildings in the county should match the fire rescue capability.
The newly built residential buildings in the county are mainly 6-storey, and the residential building area of 6-storey and below should not be less than 70%.
Encourage the installation of elevators in new multi-storey residential buildings.
The highest number of newly-built residential buildings in the county town does not exceed 18 floors.
If it is really necessary to construct residential buildings with 18 stories or more, it shall be strictly and fully demonstrated, and the construction of fire emergency and municipal supporting facilities shall be ensured.

In terms of creating a humane public environment, the "Opinions" mentioned that the scale of county squares should be strictly controlled, and the construction of public spaces in administrative centers, commercial areas, cultural facilities, and residential areas that are convenient for residents to use nearby; promote "narrow roads and dense road networks" "Small blocks" to create a pleasant spatial scale for the county; to control the width of roads in the county, the width of the red line within the county should not exceed 40 meters.
