presenting himself under the guise of a moderate interlocutor, ready to accept the government's pardons and renounce the unilateral secessionist route.
The
hidden plan
towards the independence of ERC, to which EL MUNDO has had exclusive access, shows, as we have been maintaining, that
neither the republican formation nor, therefore, its main reference - sentenced to 13 years in prison
for sedition and embezzlement - they are willing to waive the amnesty and the self-determination referendum
.
Among the documentation seized last fall by the Civil Guard from
Xavier Vendrell
-former member of the terrorist gang Terra Lliure and former ERC minister- within the framework of the
operation Voloh
-that investigates the diversion of public funds to finance the activities of
Puigdemont
in Waterloo-, a document was found which sets out the roadmap to achieve the secession of Catalonia after the failure of 1-O.
In the text there is talk of
"accumulate forces"
to expand the "social base of ERC and JxCat", for which it is recommended "to use the negotiating table to open our eyes to more Catalans", thus weakening Spain, since
extra-parliamentary dialogue could "confront the government and the state"
.
Two possible scenarios are also contemplated.
In the first, the intervention of the international community would be required to organize a "agreed or imposed" referendum of self-determination.
For the second route, in which there would be no participation of any outside body, there is talk of the convening of a "unilateral" consultation,
without "ruling out at any time the unilateral declaration of independence
if the conditions allow it "before" proclaiming the republic. "Finally, it is urged to" judicially corner the State "with accusations of" violation of human rights ", resorting to" European jurisprudence ", as other groups do. secessionists, as well as modifying the Penal Code to reduce the penalties for the crimes of sedition or rebellion.

coincides with the express will of the Government of Pedro Sánchez to agree with the independentists through a package of political assignments

The granting of pardons to all the coup plotters of the 1-O -which has the appearance of
a disguised general amnesty
- It is the first step to retake the negotiating table outside the democratic institutions, in which the main point to be discussed would be the preferred formula to hold an independence referendum.
It is no coincidence that yesterday, the leader of the PSC,
Salvador Illa
, was willing to consult, although, using bad trilero arts of the word, specified that it would be a referendum that asked about the "framework of coexistence", not about "self-determination".
Nor, that the Minister of Social Rights,
Ione Belarra
, imposed by
Pablo Iglesias
before his departure, he demanded the reform of the Penal Code to reduce the crimes of sedition and rebellion and the return, without criminal consequences, of the fugitive
Puigdemont
.
It is obvious that the Government and the independentistas are adjusting times and strategies.
