A citizen was surprised by the existence of a circular that prevents him from traveling from one of the state’s airports, and since he is not a person of precedent, and has not been involved in any case or problem throughout his life, on the contrary, he is a distinguished person, with a former high position, before he retired and devoted himself to his family and work, So he was shocked before he knew the reason, and another shock after he knew the reason!
The employee told him, “You cannot travel because you are required to pay 1000 dirhams, which is a municipal violation, and you will not be able to leave until after you pay this violation at the concerned authority, and you have to circulate accordingly, and since the situation at the airport cannot be delayed, and the time coincided with an end day holiday.” For a week, this man had to return home, and he did not travel to the destination he wanted to go to!
This position is not personal at all. It is not related to this man. Rather, it is a general situation that many others are exposed to, including those who are prevented from traveling for municipal and other violations, and some for monthly bills, and they are all citizens, and mentioning nationality here is not out of racism, but As a matter of emphasizing that the citizen will inevitably return to his country after spending his vacation or leave, and his travel ticket proves this without a doubt, and this means that it is inevitable to pay the fines for a long time or a short time!
And to be fair, we are not with the neglect of some in paying violations, bills, or any dues from them to any governmental or private entity, and we are with all legal measures taken by these authorities to restore their rights, but people in this case are not equal, and there are two clear categories: The first category is committed and does not violate the law, but it never knows about the subject of the violation, it may be in absentia, or it has not received information about it for any reason, and another category knows about the violation and did not pay it intentionally, and for any reason as well!
Perhaps it is very difficult for official authorities to distinguish between these two categories, and this is true, but it is never difficult to develop comprehensive solutions to this problem, so as to guarantee the rights of the authorities, and also ensure that the interests of citizens are not harmed or embarrassed at airports.
The first and simplest solutions are to provide direct payment methods at airports that work throughout the week and at any time, whether through payment devices, electronic payment, or any method it deems appropriate, and perhaps the ways are many and varied, and there is no need for us to prevent a citizen or others from Travel, and no need to send it to the concerned authority to pay the fine or violation
It is also possible to specify a minimum amount to put the names of the owners on the travel ban list, 100 thousand dirhams, for example, or more. As for the ban due to 1000, 2000, or even 5000 or 10 thousand, it is difficult to justify, and the ban can also be replaced with a written pledge signed by the traveler And he acknowledges that he will pay the amount during his travel period, otherwise action will be taken against him upon his return, and here we never doubt that the person will act during this period and will send someone who pays this violation on his behalf!
There is no doubt that there are many solutions, and there is no doubt that the official authorities have other solutions, and they can accomplish this task much better than we might think, and I think the time has come to put these solutions into practice, because the current situation is difficult, uncomfortable and embarrassing for a large number of citizens!
