  Since the implementation of the Beijing Municipal Property Management Regulations on May 1, 2020, Beijing's community property service management has undergone tremendous changes.

In one year, about 5,600 property management committees and nearly 2,000 business committees have been established in all streets in Beijing. The community governance system of consultation and co-governance under the leadership of party building is initially taking shape.

  Changshengyuan Community, located in Chengnan Street, Changping District, was once a community with prominent contradictions.

  In July 2020, Changsheng Park was identified as a pilot community for property improvement, starting the journey of improving property service management.

Li Jianzhong told reporters that the key to the improvement of property service management in Changshengyuan Community lies in finding the "Golden Key" in the "Regulations on Beijing Property Management". "The regulations stipulate that property management areas like Changshengyuan Community do need to be adjusted. It can be adjusted and announced after soliciting the opinions of the owners."

  Gao Zhenjiang, secretary of the community party committee and director of the industry committee, introduced that the community is guided by party building, with party members taking the lead in carrying out publicity among community residents, and at the same time preparing and planning a new plan for community building.

On the basis of gaining recognition from most residents, the community held a meeting of owners in October last year to elect members of the owners' committee.

  "The implementation of the "Beijing Property Management Regulations" has given us a clear legal basis for our work." At the same time, community governance has also been steadily transformed from government assistance to market-oriented operations.

At present, the community has cooperated with the property company to introduce social capital to participate in the construction of the community, provide services to the community residents in a "try first, buy later" model, and strictly supervise the quality of their services. The results have been seen.

  Listen to the voice and relieve the people's sorrow

  Different from the Changshengyuan community, Yuefu Homes, located in Dongxiaokou Town, Changping, is a "young" community built in 2013.

Due to the lack of contact among residents, the establishment of the property committee is difficult. Previously, the town government and neighborhood committees were mainly used to coordinate community affairs.

The implementation of the "Regulations of Beijing Municipality on Property Management" has also given communities like Yuefu Homes that are temporarily unable to establish a property committee a new option, namely, the establishment of a transitional property management committee.

  In response to the decline in the quality of community property services leading to a sharp increase in complaints from residents, the Dongxiaokou Town Party Committee and the government have approved the establishment of the Property Management Committee in Yuefu Homes from June 17, 2020.

According to the Regulations of Beijing Municipality on Property Management, the Property Management Committee, as a temporary agency, has the responsibility of organizing owners to jointly decide on property management matters.

Deng Shuqin, director of the property management committee and secretary of the party branch, told reporters that the key to community governance lies in communication with the owners, and the property management committee is to assume the responsibility of contacting the masses.

  For this reason, after the establishment of the Yuefu Homes Property Management Committee, the first thing the members of the Property Management Committee did was to listen to the voice of the masses.

Under the leadership of the party branch, the Property Management Committee has integrated resources and successively established a people’s livelihood conference hall, a “please find me” party member contacting the mass service mechanism, and the community “12345” will run a special class upon receiving complaints, providing offline communication for the masses WeChat communication and telephone communication are three channels for reflecting opinions. Up to now, more than 450 "12345" transfer items have been coordinated and resolved to truly achieve "the people are calling, I have to respond".

  With the help of the Property Management Committee, Yuefu Homes has replaced the property service company, community property services are back on track, and established a joint monthly inspection by the property management committee, neighborhood committees, development companies, third-party appraisal agencies, and property companies. The system has effectively changed the status quo of community governance.

  Faced with the changes in the community, Resident Representative Kong Na expressed heartfelt emotion: “Many things in the community are moving in the direction of imagination. With so many people living in a community, problems will inevitably exist. The real fear is that there are problems. No solution.   Property management is a "key little thing" related to the quality of life of the people.

As of April 20, the formation rate of the Beijing Municipal Property Committee (Property Management Committee) increased from 11.9% to 90.1%, the coverage rate of property services increased from 64.1% to 93.7%, and the coverage rate of party organizations increased from 25.2% to 98.1% .

  With the significant increase in the rate of establishment of the property committee (property management committee), how to promote the “physical coverage” to “effective coverage” of the property committee (property management committee), and further improve the level and quality of community governance, will gradually become the grassroots The key work direction of the community.

  In Daxing District, Beijing, as of April 16, the establishment rate of the district industry committee (property management committee) has reached 98.83%.

In order to achieve "effective coverage", the problem-solving plan of Daxing District is to "play third-party advantages."

  Through the introduction of third-party agencies, Daxing District has established 8 professional teams with a total of approximately 85 staff members, covering 18 towns and streets, participating in all aspects, assisting the business committee (property management committee), and providing professional guidance and legal advice. .
