The Chief Executive of the Hong Kong Special Administrative Region Carrie Lam signed the "Improvement of the Electoral System (Comprehensive Amendment) Ordinance 2021" (Ordinance) passed by the Legislative Council in accordance with Article 48, paragraph 3 of the Hong Kong Basic Law on the 29th.

The ordinance will be gazetted on the 31st of this month and will come into effect immediately.

  According to the news from the Information Service of the Hong Kong Special Administrative Region Government on the same day, Carrie Lam said that signing the bill passed by the Legislative Council and promulgating the law is one of the Chief Executive's constitutional powers.

In one year, she exercised relevant powers and signed four laws or legal documents to improve the implementation of "One Country, Two Systems" in the Hong Kong Special Administrative Region. She deeply felt the heavy responsibility.

  The four laws mentioned by Carrie Lam are the National Anthem Ordinance signed on June 11, 2020; they were passed by the Standing Committee of the National People’s Congress and signed by the Chief Executive of the Hong Kong Special Administrative Region on June 30, 2020. They were promulgated and implemented. Hong Kong’s National Security Law; the Public Service (Participation and Appointment) (Miscellaneous Amendments) Ordinance 2021 signed on May 20, 2021; and the Improvement of the Electoral System (Comprehensive Amendments) Ordinance 2021 signed on May 29, 2021 .

  "The vitality of the law lies in its accuracy and implementation. The SAR government will perform its duties and fulfill its duties, fearlessly and decisively enforce the law, do its best to maintain the constitutional order of the SAR, and ensure the long-term prosperity and stability of Hong Kong." Carrie Lam pointed out.

She also thanked the Legislative Council for the passage of relevant laws and the support of various sectors of society and the public for various legislative work.

  She said that after the completion of the local legislative work of the regulations, the current focus of the work of the SAR government will include the prevention and control of the new crown pneumonia epidemic, and strive to achieve "zero"; prepare for the next three elections in accordance with the law to ensure that the elections are held in a fair, just and open manner; And to promote economic recovery, and work with the Legislative Council to resolve major livelihood issues.
