In a trial in which a man who moved to a village in Usa City, Oita Prefecture on a U-turn was excluded from membership of the residents' association for no good reason and was seriously infringed on human rights, the Nakatsu branch of the Oita District Court said, "It is allowed by social convention. "It corresponds to" Murahachibu "beyond the scope," and ordered compensation from three successive self-governing chairpersons.

A 72-year-old man from Usa City, Oita Prefecture, returned to his parents' home from outside the prefecture to start living in 2009 to care for his mother, but after that, he was told by a member of the residents' association because he had not transferred his resident card. He filed a lawsuit seeking compensation against the three successive self-governing chairmen and the city that commissioned the chairman, alleging that they were excluded and that human rights were seriously infringed.

In a ruling on the 25th, Judge Masaru Shiga of the Nakatsu branch of the Oita District Court said that whether or not there was a resident card was not a condition for joining the residents' association, and said, "Men have the right to live in peace. He ordered compensation of about 1.1 million yen for the three successive self-governing chairpersons, saying, "It is a" Murahachibu "that was infringed and exceeded the permissible range according to social conventions."

He also ordered one of them to pay an additional 330,000 yen for harassing the plaintiff's man, such as blocking the passage of men.

On the other hand, regarding the city, he dismissed the complaint, saying, "The chairman of the autonomy has not received command and supervision from the city."
