The Seventh Central Ecological Environmental Protection Supervision Group recently notified that the protection of the World Geopark in Fengshan County, Hechi City, Guangxi has made way for project development, causing national-level geological heritage sites and some protected areas to be used for mineral resources and real estate development in violation of regulations. Very prominent.

Xinhua Daily Telegraph reporters went to Fengshan to investigate and found that illegal projects broke through planning restrictions, exposing the local party committee and government's weak awareness of ecological protection and planning constraints, weak supervision, and insufficient coordination.

Illegal mining and construction are shocking

According to the report, illegal mining and real estate development in Fengshan County, Hechi City, Guangxi have caused serious ecological damage and serious damage to the geological and landforms. There are also problems of deliberate regulation and protection to make way for development.

Recently, the reporter saw at the world-class relic site of Yuanyang Cave in the Leye-Fengshan Global Geopark, China, that the Poxiongbao quarry in the nearby first-class protection area was excavated and damaged on one side of the mountain due to illegal theft of quarry materials. , The mountain is seriously damaged.

Although the quarry has been closed, the local area is transporting soil to cover the concrete floor of the raw stone processing plant, but the exposed rock on the stone mining surface on the mountain is still shocking.

According to Chen Xiangwan, deputy director of Fengshan County Natural Resources Bureau, the company involved illegally started mining on the surrounding mountains on the grounds of factory expansion without obtaining legal procedures. At present, the local area has cleared the mechanical equipment and buildings on the site. The objects and structures, the 3 workshops, 3 rows of staff dormitories, mixing station and their equipment in the site have been dismantled.

In the operation area of Liangli Quarry in Fengshan County, the reporter discovered that the surrounding mountains of the quarry had been damaged on a large scale, and there were still a lot of stones piled in the open space of the quarry.

"After receiving the notification, we closed the quarry in accordance with the law and dismantled the production facilities within a time limit," said Huang Dahao, deputy director of the Fengshan County Natural Resources Bureau.

The reporter saw in the Fengqi Taoyuan Ecological Wisdom Longevity Health Care Base mentioned in the report that a circular two-story health care consultation center has been constructed, and the surrounding foundation steel bars that were used to build apartments are still clearly visible.

Teng Liyan, deputy director of Fengshan County Housing and Urban-rural Construction Bureau, said that the 6-story health-care apartment with a construction area of 2737.94 square meters and a construction crane have been demolished, and 1,692 cubic meters of waste have been removed and removed.

The reporter saw at the entrance of the Sanmenhai Skylight Group mentioned in the report that many high-rise hotels, health centers, and illegally built houses are located on both sides of the entrance, which are inconsistent with the surrounding geological landscape. A household of villagers on the scene is still decorating their houses.

Sanmenhai Town investigated 74 residential houses near the entrance and found 17 super-high buildings, 29 over-area buildings, and 16 iron sheds with illegal roofs. Dismantling notices have been issued.

Up to now, all 32 illegal buildings built in disorder in front of and behind the houses of 28 households on both sides of the cave have been demolished.

The person in charge of the relevant local department said that the reported problem is being rectified, and the ecological restoration and follow-up compensation will be carried out after the expert group issues an evaluation report and design plan.

Many departments give "green light" to illegal projects

Interviewees said that the problem of illegal mining in Fengshan Global Geopark has exposed the problems of the local party committee and government's inadequate ideological understanding and inadequate supervision.

Fengshan County blindly adjusted the plan after pushing forward the construction of the project in violation of regulations, trying to make the project in violation of regulations comply with the regulations.

According to the "Guangxi Fengshan Karst National Geopark Planning (2009-2020)" (hereinafter referred to as "Park Planning") approved by the former Ministry of Land and Resources in October 2010, Liangli Quarry is located within the geopark.

The Fengshan County People's Government promulgated and implemented the "Fengshan County Mineral Resources Master Plan (2016-2020)" in March 2018, but the Liangli quarrying sites were transferred out of the national geological park area and planned into a mining area.

This allowed quarrying companies not only to renew their licenses in 2018, but also to expand their mining scale from 100,000 tons/year to 500,000 tons/year.

Some grassroots officials believe that the illegal launching of real estate projects and mining farms in the geopark reserves reflects the lack of local understanding of the relationship between overall development and ecological and environmental protection, and the lack of planning awareness reflected by arbitrary adjustments is more worthy of deep reflection.

Fengshan County Housing and Construction Bureau Director Wang Fengshuo said that the inspection team pointed out that the private houses on both sides of the entrance of the Sanmenhai Skylight Group were illegally built. Housing construction has been changed to the responsibility of agriculture and rural areas and housing construction departments, and there is a lack of coordination between the early and later competent departments.

"Now some farmers are secretly expanding their houses, affecting the surrounding landscape."

The Liangli Quarry and other illegal projects have been given "green lights" by multiple departments one after another, reflecting the inadequate performance of their duties by the relevant departments.

According to the "Regulations on the Protection and Management of Geological Relics" and "Park Planning", quarrying and mining should be prohibited in the protected area. However, during the transfer of the mining rights of the Liangli Quarry, the former Fengshan County Tourism Bureau served as the Fengshan Karst National Geological Park In 2012, the competent department still issued the opinion that “the plot does not belong to the scope of the geological relics protection register”. In October 2015, the former Fengshan County Land and Resources Bureau issued a mining right certificate for it.

Strengthen the rigid constraints of ecological protection

At present, the local area is accelerating the investigation and rectification work.

As of April 30, the investigation team has conducted investigations and interviews with a total of 19 persons from the 5 departments involved, and has filed a case for review (investigation) of 3 persons from the Yuan County Geological Park Administration and the Yuan County Land and Resources Bureau, and manages them in accordance with the cadres. Authorized to transfer to the Municipal Commission for Discipline Inspection a total of 10 persons responsible for suspected violations of discipline, including the former Fengshan County Land and Resources Bureau, the former Fengshan County Tourism Bureau, the China Leye-Fengshan Global Geopark Management Committee, and the Fengshan Ecological Environment Bureau. .

The interviewed cadres believe that the local area should take this as a warning, reflect deeply, and explore new ways of coordinated development and ecological protection on the basis of strengthening the protection of the geopark.

The first is to strengthen the construction of laws and regulations for the management of national geological parks and other natural parks, and strengthen the authority and seriousness of planning.

Interviewees said that it is necessary to continuously improve the laws and regulations related to the protection of national geoparks and include them in the management scope of the "one map" of the national land and space planning, so that construction projects that violate the regulations have no place to hide.

For destructive behaviors, we should sort out the problems in the whole process and the whole chain, prescribe the right remedy, and implement precise policies, strengthen supervision of the implementation of ecological environmental protection policies and systems, and promote relevant responsible departments and personnel to strengthen the implementation of ecological protection policies to avoid policies falling into idling.

The second is to strengthen the pre-conference deliberation of various projects and strengthen the departmental coordination mechanism.

"Because of the lax examination and approval, tourist facilities have become real estate projects. In the future, we will implement a pre-conference review system for projects. Whether it is investment promotion projects or eco-environmental projects, all departments must put forward their opinions and reach a consensus before proceeding." Fengshan Huang Dexian, deputy head of the county, said that the relevant departments should be brought together to comment on the project and continue to strengthen the ability of inter-departmental coordination.

The third is to effectively change the development concept and balance the relationship between development and protection.

Xue Haiyuan, secretary of the Fengshan County Party Committee, said that in the future, we must change the concept of development. On the one hand, we must strictly protect the ecology of the geopark in accordance with relevant regulations and plans. At the same time, we will continue to give full play to the advantages of characteristic resources and vigorously develop tourism and other ecological industries.
