According to our newspaper (reporter Wang Pengzhi), there has been a new development in the case that “Zhu Mouyu, the vice president of Binzhou branch of Shandong Dezhou Bank, was sentenced to 14 years in prison,” which has aroused public attention, has made new progress. The court has ruled that he should be imprisoned.

  From August to December 2015, Zhu Moyu, then deputy president of the Bank of Texas Binzhou Branch, was unable to repay personal debts and used his position to facilitate the fabrication of the borrowing company’s need for loan working capital and other reasons. He used the borrowing company’s name to deal with the victim. Binzhou Blue Materials Co., Ltd. operated by Wang Xuejun and the victim Zhang Yugang signed a loan contract and acted as the guarantor, and carried out 4 contract frauds with a total amount of 11 million yuan.

The victim reported to the police that Zhu Mouyu was suspected of contract fraud.

  On January 10, 2020, the People's Court of Bincheng District, Binzhou City sentenced Zhu Mouyu to 14 years in prison for contract fraud and ordered him to refund the victim 10.97 million yuan.

Zhu Mouyu refused to accept and filed an appeal.

On April 15 of the same year, the Binzhou Intermediate People's Court ruled in the second instance: to reject the appeal and uphold the original judgment.

However, after the second instance, Zhu Mouyu did not go to jail and served his sentence, but continued to get away with impunity in the name of "seeking a doctor on bail."

  In December 2020, the victim Zhang Yugang reported that "Zhu Mouyu was sentenced to 14 years in prison but did not go to prison", which caused social concern after media reports.

On December 12 of the same year, the People's Procuratorate of Bincheng District, Binzhou City issued the "Notice of Zhu Moyu's Temporary Execution Case Outside Prison". After a detailed investigation, it was confirmed that Zhu Moyu met the conditions for execution outside prison.

However, Zhang Yugang did not approve the results of the investigation, and applied to the relevant departments to change the hospital to conduct a physical examination on Zhu.

  After re-examination, it was determined that he did not meet the conditions for execution outside prison.

Recently, the relevant person in charge of the Bincheng District Justice Bureau stated that the court has now ruled that Zhu Mouyu should be placed in prison.

As to whether there were any law enforcement officers involved in fraud for personal gain in this case, the relevant person in charge said that they are still investigating.
