Will Jo Hee-pal be alive?

SBS'Tale of the Day with a Tail Biting a Tail Season 2'broadcasted on the 6th (hereinafter referred to as'Kokkomu 2') under the subtitle '14 Years of Pursuit: Undead Man Jo Hee-pal' illuminated the day when the ancient scammer Jo Hee-pal disappeared .

In the broadcast that day, broadcaster Ga-young Kim, comedian Park Seong-gwang, and model Song Gyeong-ah appeared as story friends and listened to the day's story told by the Jang Trio.

In October 2008, Mr. Park, a fish farmer in Taean, Chungcheongnam-do, receives a request from an acquaintance to help a businessman smuggle. Park was contemplated by the proposal to give a large reward to the captain and Mr. Park who will help in the smuggling. However, Park, who felt the feeling of being overly hurried and strange, reported this to the Coast Guard. And Mr. Park also added that there seems to be a connection between their smuggling and drugs.

Accordingly, the cooperation between Haekyung and Park began. The coast guard directly set the point and date to smuggle. Finally, the smuggling D-Day was bright. Chairman Wang got on the boat with a bodyguard and a hand bag in his hand. However, the first attempt to smuggle was unsuccessful, as it was a smuggling ship that was invisible even when it arrived at the promised place.

The second stash attempt was also unsuccessful, and the third stash attempt. Chairman Wang showed a relaxed appearance even in broad daylight smuggling, and did not appear to be anxious at all. And he asked Mr. Park to place a ship on an uninhabited island that was the most remote from the land. When he set up a boat on an uninhabited island at his request, Chairman Wang took out a fishing rod from his bag and started to enjoy fishing. In particular, he was puzzled by the relaxed appearance of waving his hand toward the coastal patrol line passing by.

He enjoyed fishing until night, and at midnight he moved to the berth spot and met a Chinese stowboat at the berth spot at the dawn of the morning sun. The sea view promised to strike the moment the smuggling ship and the ship with the chairman Wang's party boarded, but the sea view could not be found anywhere. At that moment, Chairman Wang moved his handbag first to a smuggling ship that was approaching. And soon he also got on the boat.

When he got on the boat, the people on the smuggling boat hurrayed, and some even said, "You have a hard time for your uncle" to Chairman Wang. The sea view did not appear until the end, and the ship carrying the chairman Wang slowly disappeared.

Park returns to the port in the middle of the night. When he was about to leave the port, the seamen appeared belatedly and began to search for the ship he had been on. What they were looking for was drugs, but there were no signs of drugs. And Haekyung was surprised to see the passport that Chairman Wang missed. The main character of the passport left by Chairman Wang was the passport of Jo Hee-pal, an ancient scammer, and Chairman Wang was Jo Hee-pal.

Cho Hee-pal, who has been the largest fraud since the founding of the country, amounted to 4 trillion won in damage, and this money was the amount of round the earth and half a circle if it was converted to 10,000 won in one line.

Jo Hee-pal, meaning joyful, happy, happy, and happy, only graduated from elementary school, but learned a lot from Seungmin Korea, which is called a multi-level aid and multi-level academy in Korea, and founded his own independent company'BMC (Big Mountain Company)'. Hee-pal Jo, who had an outstanding eye to see people, expanded his business with Kang Tae-yong and Brain Bae Sang-hyuk, his right arm, who was called a safe guard and a walking notebook. Kang Tae-yong's main job was to manage the money and manage the'Jo Hee Pearl Scholar' who took the bribe of Jo Hee-pal. And Bae Sang-hyuk was an idea bank, and most of the business items came out of his head.

A multi-level company created by the three scammers gathered people saying that if they buy a medical device such as a massage machine or a steamer worth 4.4 million won, they install it, manage it, and return the dividend. In particular, dividends are returned every day at 8:30 am, excluding holidays, and if you invest 4.4 million won, you will receive 5.81 million won in total for the eighth month of principal and interest, which amounted to 48% of the annual interest rate.

Jo Hee-pal's company actually returned dividends every day. Time and money were kept like a sword, and this was repeated for as many as four years. Therefore, any victims had no choice but to believe. And the victims said they couldn't do such good things alone, and introduced them to relatives, friends, and acquaintances. In this way, the number of investors has increased exponentially, and the business, which started in Daegu, has expanded nationwide. At that time, a whopping 5 billion won was traded in one area per day.

As the number of investors increases, the dividend increases, and Jo Hee-pal's company pays dividends by paying the dividend of the previous person with the investment of the other person. And Jo Hee-pal knew better than anyone that this one day will have an end. Accordingly, Jo Hee-pal created D-Day, a time when dividends could no longer be paid, and raised funds as much as possible until that day.

He told investors that starting July 1, he would deposit dividends into a virtual account rather than a real account. And this was also paid at the correct time. He also told me to come to the center and go to the center whenever I need cash. This was a way to reduce payouts to raise money until D-Day.

In addition, the promotion was conducted three months before the D-day. They said that the yield will fall from October, and that there will be only three months ahead, and they induce an investment without fail. Investors who had built up trust were rushing to invest, and there were many people who invested all their assets by receiving dividends as well as loans.

And three months later, the police came to Jo Hee-pal's office with a seizure and search warrant. But the office was already empty and all the data was gone. And Jo Hee-pal, as well as his right and left arms, were all smuggled to China.

Accordingly, it was estimated that the list of scholarship students and hidden funds related to Jo Hee Pal's scholarship list will be contained in the net bag he considered most important at the time of the smuggling of Jo.

Cho Hee-pal's fraud and smuggling made the Republic of Korea upset. As a result, Interpol's red wanted to go down, but the whereabouts were obvious. In fact, the police in charge of getting his Interpol red wanted was Cho Hee-pal's scholarship student, and he met twice in China after his smuggling and received bribes worth a total of 100 million won. In return, they handed over investigation information, made a safety deposit box, and even delivered a bribe.

There was another scholarship student for Jo Hee-pal. The day before the seizure and search, Mr. Kwon, the supervisor of the Daegu Police Agency, received a bribe of 900 million won to Jo Hee-pal and gave information in advance. In such a situation where Jo Hee-pal's scholarships were full, the police had neither will nor progress in the investigation.

His deacon, Mr. Oe Jong-Jil Yu, who had been with Jo Hee-pal from the time of smuggling, said, "In the beginning, I only escaped for a month and there was no great risk. I didn't get checked once. No one recognized it." He said that if playing golf is a luxury life, then it is also true to have a luxury life.

After Jo Hee-pal disappeared, the news that Jo Hee-pal died shortly after. In an official announcement, the police revealed that Jo Hee-pal died of heart disease, and as evidence, released his funeral video and cremation certificate. However, this evidence raised the suspicion. In'I Want to Know That', he went to China to find the place where Jo Hee-pal's funeral was held and re-recorded the video of the funeral. And through this, it was confirmed that there is a possibility that Jo Hee-pal's funeral video was manipulated. In addition, it was shocked that anyone can make a weak cremation certificate with an issue date earlier than the cremation date with just 18,000 won.

Despite the accusation that even death was a fraud, the police officially declared the death that his ashes were cremated and DNA testing was impossible. However, even afterwards, the sightings of Jo Hee-pal continued to come out. And Jo Hee-pal's nephew was released three months after the time he was known to have died, and the contents of the call talking about him as a living person were revealed, which puts more weight on the theory of Jo Hee-pal's survival.

Accordingly, the speculums decided to investigate each other. However, they couldn't find Jo Hee-pal to look for, and they grabbed Jo Hee-pal's scholarship students in a row. Former Hyunjin prosecutors and police officers who defended him only received a bribe from him, with a whopping 3.5 billion won. The fraud case was extended to the corruption case. The affairs surrounding Jo Hee-pal, full of suspicious circumstances. As a result, the victims believed that there must be an undisclosed upper line.

The sad stories of the victims also drew attention. There were people who invested in compensation for the death of their daughter who died in the Daegu subway fire and lost all of them, while the farmers who lost money after investing their lifelong farming money, and the retired couples who lost their retirement funds were all in poor circumstances. Also, these are victims, and at the same time as victims, they had to bear guilt as perpetrators. And the surrounding gaze also bothered them. As a result, some of the victims took their own lives.

In the end, the victims made a wanted leaflet at private expense, paid a bounty, and made a public arrangement on the Internet and appealed to all over China. The victims themselves did what the speculum had to do. And in 2015, a highly reliable report came in. Accordingly, reporter Jung Hee-sang, a reporter specializing in investigative reports, went to China to meet the informants in person.

Two Chinese women said they had an interview in person at a cafe because a Korean named President Cho was looking for a woman to attend. And he was surprised to see the photo of Jo Hee-pal, and claimed that he was the president of Jo, who was surely met with them. The employee at the interview site responded the same. In response, the Chinese police requested an arrest, and about 40 days after the report, news of President Cho's recruitment was delivered. However, after a while, the Chinese public security said, "I think I was mistaken because I looked similar," and said that it was not Jo Hee-pal.

And the whistleblowers said they would face it, but the Chinese public security prevented it. Accordingly, a request was made to check the fingerprints, and the public security was regretted by revealing the result that the fingerprint was inconsistent as a result of the verification.

Jo Hee-pal's team disappeared for 7 years like that. However, on October 10, 2015, Jo Hee-pal's right arm, Kang Tae-yong, was arrested at the tip of Jo Hee-pal. However, 10 days after that, Mr. Yoo was found dead and shocked. In particular, he was known to have died after having a daughter less than 100 days old, leaving a text saying, "I want to go quietly, but my daughter is stepped on in my eyes", and suspicions about his death also increased.

And two days after Mr. Yoo's death, Bae Sang-hyuk made a call to the Daegu Police Agency saying that he would surrender. All this happened in just two weeks. Accordingly, the prosecution and police began a re-investigation with the possibility that Jo Hee-pal was alive. As a result of a re-investigation finally delivered on June 28, 2016, the prosecution officially announced his death, saying, "Cho Hee-pal was judged to have died and has no right of prosecution." The reason was that the prosecution had no evidence to support Jo Hee-pal's survival.

However, the victims could not accept the results of the investigation. Victims said, "The prosecution's acknowledgment of Jo Hee-pal's death is no different from giving him an indulgence."

As a result of re-investigation, a total of 70,000 victims and the amount of damage amounted to 5 trillion won. However, the recovered money of Jo Hee-pal was only 95.2 billion. The amount that could be returned per person was only 1.36 million won.

It has been 14 years this year that the victims who are still looking for Jo Hee Pal cannot forget even after 14 years. He also asked that they do not forget them, saying that they would try until the end of the case and watch what the state would do.

In the story of the day, Park Seong-gwang said, "If there is accurate evidence, I would believe, but there is no evidence. Suspicions are overflowing, but there is nothing to solve, so I have no choice but to doubt." It's the same," he said. In addition, Song Kyung-ah expressed resentment, saying, "I think it will be more painful because I want the country not on my side. Isn't the corruption of the investigative agency killing the victims twice?"
