Among them, it is clear that if the number of confirmed passengers on an airline's single-entry flight reaches 10, the operation of the flight will be suspended for 4 weeks from the fourth week of the flight's entry, and the award flight will be cancelled.

If the number of confirmed passengers in two consecutive shifts reaches 10, the circuit breaker will be immediately interrupted that week, and the operation will be suspended for 8 weeks.

  The "Notice" pointed out that in order to better meet the needs of normalization of epidemic prevention and control, it is convenient for airlines to organize transportation capacity and arrange travel for passengers on the basis of equivalent input risk prevention and control measures. According to the requirements of the joint prevention and control mechanism of the State Council, the "Notice on Adjusting International Passenger Flights" (Minhangfa [2020] No. 27) Article 7, paragraph 3, "fuse measures" for international passenger flights is adjusted to "flight fuse or load factor operation measures".

  1. If the number of confirmed passengers on a single entry flight of an airline reaches 5, you can choose from the following two ways of restricting operations:

  (1) Flight fusing measures: Starting from the fourth week of the flight's entry, the flight operation will be suspended for 2 weeks and the award flight will be cancelled;

  (2) Operational measures to control the load factor: starting from the fourth week of the flight's entry, restrict the flight to operate at a load factor of no more than 40% for 4 weeks, and cancel the award flight.

  2. If the number of confirmed passengers on an airline's single entry flight reaches 10, the flight operation will be suspended for 4 weeks from the fourth week of the flight's entry, and the award flight will be cancelled.

If the number of confirmed passengers in two consecutive shifts reaches 10, the circuit breaker will be immediately interrupted that week, and the operation will be suspended for 8 weeks.

  3. If the number of confirmed passengers on an airline's single-entry flight reaches 30, it will be blown off immediately that week and the flight will be suspended for 4 weeks.

  4. Related requirements and instructions.

  (1) After the airline chooses the operating measures to control the load factor, if the same inbound flight triggers the fuse condition again, the fast fuse will be implemented, that is: if the number of confirmed passengers reaches 5 cases, the flight operation will be suspended for 2 weeks every other week; if it reaches 10 cases, The flight was immediately suspended for 4 weeks that week.

  (2) After the airline chooses the operating measures to control the load factor, if the same inbound flight triggers the fuse condition again, within three months from the date of entry of the flight, it will no longer have the right to choose the operating measures to control the load factor.

  (3) Before the airline implements the load factor operation measures, if the same inbound flight triggers the fuse condition again, the suspension period and the original fuse trigger are accumulated.

Flights that have been implemented in accordance with the measures to control the load factor are not included in the suspension period.

  (4) If the number of confirmed passengers on an airline's single entry flight reaches 5 but less than 10, the Civil Aviation Administration shall notify the airline to make a choice in accordance with Article 1 of this notice within 24 hours, and it shall not be changed.

If there is no feedback within the time limit, it shall be implemented in accordance with the flight fusing measures.

  (5) The Civil Aviation Administration will strengthen the monitoring of flights that implement load-control operation measures. If there is an over-load-rate operation, once verified, the flight operation will be suspended for 2 weeks and the airline’s right to choose load-control operation measures will be cancelled .

  (6) After the flight is blown out or the load factor control operation ends, it will operate at a load factor of not higher than 75%. Except for the flights that are judged to be high-risk according to the "Technical Guidelines for the Prevention and Control of Transport Airlines' Epidemics", the number of confirmed passengers for 3 consecutive weeks If it is 0, the 75% load factor limit will be cancelled, and award flights can be applied for in accordance with the procedures.

  (7) The number of confirmed passengers refers to the sum of the number of confirmed cases of new coronary pneumonia and the number of asymptomatic infections on the flight carrying inbound passengers on the day of the flight’s landing announced by the national health department and the following 7 consecutive days.

  (8) The week of flight entry is counted as the first week.

  According to the "Notice", international passenger flights that land after 0:00 on May 1, 2021 will be implemented on a trial basis, and the "Notice of the Civil Aviation Administration on Adjusting Fuse Measures for International Passenger Flights" (Civil Aviation Fa [2020] No. 60) shall be repealed simultaneously.
