• The regional chamber of the court of auditors drew up a harsh report on the inaction of Soleam, a structure for the development of the Aix-Marseille metropolitan area.

  • Its president denounces the “stacking” of this type of structure on housing policy, which is far from being a “source of ease”.

  • He calls for going beyond "political politics" on the issue of housing for more efficiency, but it is his political family (LR) who managed the city, the metropolis and the Soleam during the period pointed out by the Court. accounts.

The counterattack.

Lionel Royer-Perreaut, president of the Soleam, local company of equipment and development of the metropolitan area of Aix-Marseille, held a press conference this Wednesday morning to present a new roadmap.

In response to the many criticisms made by the regional chamber of the court of accounts, in a report made public last Friday.

It pointed in particular to the construction of 31 dwellings, out of 1,500 planned, and the renovation of 14 of the 2,000 dilapidated dwellings initially planned in eight years of existence, on the sole “Grand Center-Ville” operation.

While the Soleam manages many others.

"Find our place in this stack"

Lionel Royer-Perreaut, who has been at Soleam for a few months, listed a series of technical measures that will be taken quickly, such as setting up cost accounting, or closing various concessions. But also the launch of an audit on the economic and organizational issues and on the public procurement part which "will allow by the summer, in connection with the report of the Court of Auditors which I welcome as a challenge, to carry ambitious projects on the scale of this mandate, ”he announced.

The Court of Auditors also pointed out the difficult relations with the SPLA-IN, a local public development company of national interest created in 2020 by the metropolis and the town hall of Marseille in response to the poor housing crisis, in the second city in France.

“This ties in with a policy of sedimentation of the housing issue by adding layers to layers.

It is far from being a source of ease, we already have Euroméditerranée, the SPLA-IN, the Soleam, the Anru program.

We must find our place in this stack, ”Judge Lionel Royer-Perreaut.

Except that the Soleam is far from the last arrival since it was created more than ten years ago.

Political politics

A stack of structures, a multiplication of "constituents", such as the town hall or the metropolis, and so many complications for decision-making. “The Soleam cannot live according to the decisions taken over time by both sides. It has a cost to mandate us on a mission and then to change objectives, in addition to the waste of time. I think it is necessary that we be more stable on the main orientations, if there is a political decision of the city of Marseille on a mandate of the Soleam, it is important that we know it to be in a logic of win-win ”, wished the president.

A way to put pressure on the new left-wing municipality, facing a metropolis led by Martine Vassal, from the same political family as Lionel Royer-Perreaut (Les Républicains). “I say it at will, in a city where everything is political, the housing issue should perhaps be the only one that should not join the political sense of the term. If we want to move forward it will be long, very long. These are colossal stakes, we must live up to this hope whatever the political stripe. We are going to have to overcome a certain number of political postures, I am sticking to it, yet I am not lacking in the desire. I want to believe that everyone will do the same. Without that, we will not be able to carry out an ambitious housing policy, ”he said.

Except that during the period covered by the Court of Auditors, it was indeed The Republicans who were at the same time at the head of the town hall, of the metropolis, and of the Soleam.
