In a few years, will there be more detainees in Crisenoy, in Seine-et-Marne, than inhabitants?

Probably.

Prime Minister Jean Castex announced on Tuesday the creation of eight new prison centers in France, including three in Ile-de-France.

The largest, with around 1,000 places, should be opened in 2027 in this rural village of 684 inhabitants.

The mayor (SE) Hervé Jeannin denounces a project carried out without consultation and intends to initiate all appeals.

How did you learn that your municipality had been chosen to host this penitentiary center?

I discovered that the project was recorded in the press!

For two or three years, the prefect had been looking for sites to host a prison project in the department.

Six municipalities were initially selected but ultimately all projects were abandoned at the start of the year.

A few days later, the préfet summoned me and the mayor of Fouju [a neighboring commune] to ask us if we would accept a detention center on our land.

We said no but without any consultation, in mid-February, the project was presented to elected officials: a prison center with 1,000 places on 20 hectares.

At the end of March, I was received by Eric Dupond-Moretti, he had promised to make me counter-proposals that I am still waiting for ...

What is your fault with this project?

We have been fighting for years against the concreting of our farmland.

Since the start of my first term, in 2014, we have been fighting against logistics projects which provide for the opening of warehouses in the middle of the fields.

Contrary to what the prefect asserts, this project is not on a ZAC but is in the middle of agricultural land.

We don't want a prison in the middle of beet fields.

The target location for this detention center is 500 meters from the first houses, 700 meters from the village, the access road, it would pass less than 300 meters from our home.

Could the prison center not just revitalize the village?

Instead, dynamite it!

We are not a Gallic village resistant to everything but we want our community to remain rural.

We only accept one or two new houses a year, we have an inn, a commercial project, but we don't want to put everything in concrete.

While the bus line will be extended, it is still necessary that the timetables are not modeled on those of visits to prison.

And yes, that could bring 50,000 to 80,000 euros of endowment per year but we don't want it, we don't need it.

Are you considering recourse?

All those that are possible!

We are going to appeal to the administrative tribunal, it is estimated that this will last about two years.

Then there will be two years of normal procedure, public inquiries, environmental assessment.

Finally, it will take three years of work.

Unfortunately, when we see that the project is scheduled to open in 2027, we understand that they have taken this into account.
