To ensure that rational voices, more elite elements can participate, and also leave a place for the grassroots.

Diversified, for example, organizations from the same township, region, and grassroots organizations can all participate.

Therefore, in terms of balanced participation and ensuring a rational and gentle voice, I think Hong Kong’s democracy can be optimized.

[Explanation] A few days ago, Ye Liu Shuyi, a member of the Hong Kong Executive Council, a member of the Legislative Council, and the chairman of the New Democratic Party, accepted an exclusive interview with a reporter from China News Agency.

Speaking of this time, Ye Liu Shuyi said that this move allows more rational and elite voices to enter the governance structure of Hong Kong, which is conducive to the promotion of high-quality democracy.

[Explanation] As a member of the Legislative Council, Ip Liu Shuyi said frankly that in the past few years, some extremists entered the governance structure through loopholes in the election system, causing serious damage to the Legislative Council and even Hong Kong society.

After this amendment to Annex II of the Basic Law, the number of members of the Legislative Council directly elected by districts has been reduced to 20. Hong Kong, Kowloon and New Territories are divided into 10 electoral districts, each with two legislative seats, and the "double-seat, single-vote system" is implemented. "This has largely prevented extremists from entering the Legislative Council.

Because our electoral method is proportional representation, which means that you can vote with only 6% and 7% of the votes, so some extreme social voices can enter our Legislative Council, and the electoral system will be changed in the future. The "double-seat, single-vote system" means that you must get a majority of votes before you can be elected. You can't take an extreme route.

[Explanation] In Ye Liu Shuyi's view, the current overall level of legislators still needs to be improved.

The improvement of the electoral system this time is the first step to improve the overall quality of the Legislative Council and attract high-quality talents to participate in politics.

Because the method of this election is to win when there are more people, many elites of our society are unwilling to participate, because the level of many members of our (legislative) council is too low, that is, noisy, throwing things, sabotage or extreme Rab.

I have asked some elites in the professional sector, why don’t you run for election to the Legislative Council?

An elite said to me, why do I spend time sitting with these clowns?

So this time I saw the five major sectors, for example, some places have been reserved for academicians of the Chinese Academy of Sciences and academicians of the Chinese Academy of Engineering.

I think it is very important to allow these high-end talents to participate in politics.

[Explanation] The revised Annex 1 stipulates that candidates for chief executive must be nominated by no less than 188 members of the Election Committee, and no less than 15 members from each of the five sectors must be nominated.

In this regard, Ip Liu Shuyi believes that the revised Annex 1 and Annex 2 are very reasonable arrangements for the election of the Chief Executive and Legislative Council members.

I think it is very reasonable.

Because the future chief executive needs to face the entire society, you can’t have only the support of industry and commerce (sector) and no support of labor (sector), so this candidate should fight for at least 15 nominations from all sectors. It is very necessary. of.

Then the threshold for members of the Legislative Council is relatively low. There are five sectors. You can get no less than two and no more than four. This is not difficult, not high at all.

This is because you should let people from different sectors know you before you can become a member of the Legislative Council. I think it is also a very reasonable arrangement.

[Explanation] In response to some people's concerns that after the implementation of the new law, the Legislative Council will become a confession and that the opposition will lose space for political participation. In this regard, Ye Liu Shuyi said that this is completely impossible, and I believe that the future Legislative Council will have different voices.

I think this is completely impossible. We act in accordance with the law.

Hong Kong is a diversified society, and there are many Western-educated people (persons) who are very close to the democrats in their concepts. As long as they are not against China and disrupt Hong Kong, they are against the Constitution and the Basic Law. So I believe that in the future, our Legislative Council will definitely There are different voices.
