China News Agency, Hong Kong, April 1st. The spokesperson of the Hong Kong Special Administrative Region Government said on the 1st that he strongly opposes the remarks in the so-called "Hong Kong Policy Act" report (report) issued by the US State Department.

The spokesperson pointed out that the so-called "Hong Kong Policy Act" and "sanctions" of the US government are obviously using human rights, democracy and autonomy as an excuse to directly interfere in China's internal affairs.

The spokesman said that the Hong Kong Special Administrative Region is an inseparable part of the People's Republic of China. It is a local administrative region that enjoys a high degree of autonomy under the "one country, two systems" and is directly under the Central People's Government.

The implementation of the "One Country, Two Systems" policy is in the interests of the people of Hong Kong, meets the needs of maintaining Hong Kong's prosperity and stability, and conforms to the fundamental interests of the country.

The Central People's Government has repeatedly stated that it will unswervingly implement the "one country, two systems" policy.

The spokesperson pointed out that national security belongs to the central authority, and every country has the right and obligation to maintain its national security. Regardless of whether the country implements a single system or a federal system, national security legislation is carried out by the central government rather than the local government.

The enactment of national security laws with extraterritorial effects is also in full compliance with international practice.

Defamation of the Hong Kong National Security Law for political purposes is obviously a hypocritical act of double standards.

"Hong Kong's National Security Law clearly specifies four types of crimes that endanger national security. The constituent elements, penalties, commutation factors and other consequences have been clearly listed. People who are law-abiding officials will not fall into the law net by mistake. The arrests made by the police are based on evidence and strictly follow The law is carried out.” The spokesperson said that the Hong Kong National Security Law, like any law in the Hong Kong Special Administrative Region, applies equally to everyone in Hong Kong; no one can override the law.

The SAR government is shocked that the report seems to imply that people with a certain political background should not be sanctioned by law.

It must be emphasized that no one has the privilege to break the law without facing the legal consequences.

The spokesman said that the right of peaceful assembly is fully protected by the Hong Kong Basic Law.

However, these freedoms are not absolute.

As the Chief Justice of the Court of Final Appeal pointed out in the opening ceremony of the 2020 Legal Year: “The law has clear restrictions on the exercise of rights. Enjoying or adhering to personal rights, for example, cannot be an excuse for harming the personal safety or property of others, or using violence.”

In addition, the spokesperson of the SAR government also refuted the report on the postponement of the Legislative Council election and judicial independence.
