According to reports, in order to give full play to the education and guidance of the scoring system for road traffic safety violations, and to encourage law-abiding positive incentives, adhere to the combination of education and punishment, and further enhance the traffic safety awareness of motor vehicle drivers, in accordance with the overall deployment of the Ministry of Public Security, since 2021 Starting from March 30, 2008, Beijing will implement reform measures to reduce and exempt traffic violation points for receiving education.
There are three main ways to reduce points in "study method", that is, you can reduce your points by taking online learning exams, you can reduce your points by participating in on-site learning exams, and you can reduce your points by participating in traffic safety public welfare activities.
In view of the special circumstances of the epidemic prevention and control, Beijing has only opened a way to reduce points for online learning exams for the time being.
Drivers who hold a motor vehicle driver’s license issued by the Beijing Public Security Traffic Management Department and meet the application requirements, register and log in to the "Traffic Management 12123" APP, and pass the "Study Method Deduction" module of the "Business Center" to complete online learning and pass the exam , One point can be exempted at a time, and the accumulative maximum exemption is 6 points in one scoring period.
If there are more than two full score records in this scoring period, or the cumulative score has reached 12 points, the application will not be accepted.
Participating in online learning requires a total of 30 minutes of learning within 3 days, and each learning time is not less than 5 minutes. After completing the learning, apply for the exam within 7 working days.
Those who pass the exam will be exempted from 1 point at a time.
Those who fail the exam can make up the exam twice within 24 hours, and those who fail or fail the exam need to re-apply for study.
If a motor vehicle driver engages in falsification, impersonation, etc. in the process of "studying method deduction", if it is verified to be true, the deduction record of the study method during the scoring period of the driver will be invalidated, and the deducted points will be restored and included in the blacklist. The library is no longer allowed to participate in the study method during the three scoring cycles, and the public security organs will also pursue the legal responsibility of the relevant personnel in accordance with the law.
The traffic control department reminded that after motor vehicle drivers receive traffic safety education and meet the requirements for deduction and exemption of points, they will be deducted from the driver’s current accumulated points value, rather than not being scored when dealing with traffic violations.
Attachment: 7 situations in which you cannot apply for "study method deduction":
1. During this scoring period, the motor vehicle driver has two or more full score records, or the cumulative score reaches twelve points;
2. In the last scoring cycle, the motor vehicle driver has two or more full score records;
3. In the last three scoring periods, motorized vehicle drivers escaped after causing a traffic accident, or drank alcohol while driving a motorized vehicle, or used forged or altered motor vehicle number plates, driving licenses, driving licenses, school bus signs, or used Other motor vehicle license plates, driving licenses, or buying and selling points have been punished;
4. The motor vehicle driver's license is within the internship period, or the motor vehicle driver's license has not been verified after the expiry date, or the motor vehicle driver's license is detained or temporarily detained;
5. There are unhandled records of traffic violations under the name of the motor vehicle driver;
6. The motor vehicle driver has a motor vehicle whose safety technical inspection has expired or has not been deregistered in accordance with regulations;
7. Motor vehicle drivers participate in traffic safety education to reduce or exempt road traffic safety violation scores, or motor vehicle drivers score full-scale education and verification education learning exams for fraudulent or imposter situations.
