Residents questioned: Is there no need to apply for approval?

"Sparse branches pruning 52,150 yuan, lowering pole pruning 184890 yuan, risk removal 1,250 yuan, a total of 238,290 yuan"... Recently, the greening and pruning plan announced by the Senyu Music Garden·Main River Valley Community in Wenjiang District, Chengdu City, is in the community owner The group exploded.

Supporters said, “It’s dangerous for branches to break and fall on a rainy and windy day.” “In some places, the trees are too dense to get the sun”...

Opponents said, "Dropping the pole is almost cut down, can the tree survive?" "The publicity did not report to the gardening department for approval. Does transplanting do not require the gardening department's approval?"...

Because of the disagreement of the owners, the community property had no choice but to suspend the lowering pole pruning and the removal of hazards in the green pruning plan.

Does the community greening and pruning need to be reported for approval and publicity?

Is there anything wrong with the practice of the property?

The Chengdu Commercial Daily-Red Star News reporter conducted a visit and investigation.

The tree has grown to 6 stories high. The contradiction is concentrated on lowering the pole and removing it

On the afternoon of the 22nd, the reporter saw in the community that some trees had grown to be level with the sixth floor next to it, nearly 20 meters high.

Some tree trunks are only about an adult's forearm distance from the building body and the courtyard wall of the residents' garden on the first floor.

The weather was good that day, and the ground in the lush canopy area of the community was basically out of the sun.

During the visit, some residents said that when it was raining and windy last year, there were situations where branches broke and fell and trees fell over.

Due to the luxuriant canopy, the surface plants under the trees are always sparse because they cannot be exposed to the sun.

Later, the reporter learned from the property and the owner committee of the community that the Main River Valley community was divided into one and two phases, which were handed over in 2003 and 2007 respectively. There was basically no greening and pruning before.

The current property company entered the community in June last year, and was commissioned by the owners' committee to trim more than 1,200 trees in the community through public bidding.

In the announcement of the results of the comparison provided by the property, the reporter saw that 4 companies participated in the comparison. The quotations ranged from a minimum of more than 230,000 yuan to a maximum of more than 500,000 yuan. The pruning content includes thinning, lowering, and removing. It is estimated that the pruning time will be from March 18th to April 25th.

Among them, the most disagreement among the owners is the lowering of the pole and the removal.

The so-called "dropping pole", in layman's terms, is to trim off part of the trunk of the tree as needed to reduce the height of the tree.

In the pruning report provided by the property, there is a sentence "Indication of the pruning of hidden danger trees: directly sawing off the ground". In the legend, a red line is drawn at the root of the tree.

A red line is also drawn at the secondary branches in part of the tree pruning legend, and only a bare trunk is left after pruning.

"It's not that I don't agree to pruning, but I am worried that the trees will not survive such pruning. In addition, why must they be cut off the ground and cannot be transplanted?" In the property office, some residents raised their own questions about whether to lower the pole or remove it. It belongs to the greening and pruning specification. In addition to publicity, do I need to report to the relevant department for approval?

Regarding the problem raised by the owner, the community property stated that the red line in the pruning plan legend is only a rough indication, and the actual pruning process will be based on the survival of the trees.

Regarding whether the pruning plan was submitted for approval, the property staff produced 4 pruning reports.

Two of them are for Wenjiang District Housing and Urban-rural Development Bureau, and the other two are for Wenjiang District Taiji Community Neighborhood Committee and Gongping Street Office.

The staff signed on all 4 reports.

The reporter contacted the Housing Construction Bureau of Wenjiang District by phone.

The staff responsible for the matter in the bureau said that the signature on the property report only represents the receipt, not the approval.

Property: The plan has been applied for approval, and the District Housing and Urban-rural Development Bureau: Just sign for it and need to be on site to check

Regarding the problem raised by the owner, the community property stated that the red line in the pruning plan legend is only a rough indication, and the actual pruning process will be based on the survival of the trees.

Regarding whether the pruning plan was submitted for approval, the property staff produced 4 pruning reports.

Two of them involved Wenjiang District Housing and Urban-rural Development Bureau, and the other two involved Wenjiang District Taiji Community Neighborhood Committee and Gongping Sub-district Office.

The staff signed on all 4 reports.

Article 10 of the "Regulations on Greening Management of Residential Districts in Chengdu" provided by the property (transplantation and felling permission) states that if trees need to be felled due to tree death, endangering public safety, occurrence of quarantine pests, or other serious pests and diseases, they shall follow the "Chengdu Landscaping" The provisions of the Regulations shall be reported to the competent landscaping authority for approval before logging.

The reporter asked whether the property submitted for approval in accordance with the regulations. The property stated that all the materials they declared were the above four reports.

Then the reporter contacted the Housing Construction Bureau of Wenjiang District by phone.

The staff responsible for the matter in the bureau said that the signature on the property report only represents the receipt, not the approval.

The conventional greening and pruning property company can proceed in accordance with the contract signed by both parties.

They have reported to the city-level gardening department about whether the lowering of poles in the community and whether the removal falls within the scope of conventional greening and pruning.

At present, the project of lowering the pole and removing part of the greening and pruning of the community has been suspended.

Whether the specific pruning content such as the removal of the rod needs to be submitted for approval can only be determined after the staff of the relevant gardening department visits the site to check.

Landscape department:

Should be approved by the industry committee

And announce the pruning plan on the spot

Recently, the relevant staff of Chengdu Park Urban Construction Administration went to the community to confirm the situation on the spot.

"After preliminary inspection, the community has not pruned the trees for a long time, and there is a safety hazard if the trees are too high. At the same time, the trees are planted too closely, the canopy of the trees blocks the sun, and the growth of surface plants is difficult. It requires thinning and pruning." Related work According to the personnel, the lowering pole is mainly a method of height control and crown control for long-term unpruned trees that have grown too high. It can reduce the risk of trees toppling and branch breakage during rain and wind, and to solve the problem of lighting for low-rise residents. The problem.

The lowering pole pruning plan of the community requires the local gardening department to put forward technical suggestions for height control and crown control to ensure the survival of the trees, and the community construction party can proceed according to the plan.

The staff member said that the plan for sawing a small number of trees on the ground in the plan needs further evaluation.

Cutting off the ground and leaving only a short section of the tree stump is basically equivalent to felling, and it is difficult for the trees to survive.

This can only be done by submitting to the gardening department for approval.

The "Regulations on Greening Management of Residential Districts in Chengdu" clarify that the greening of residential districts can be trimmed and not transplanted; those that can be transplanted are not felled.

No unit or individual may transplant or cut down trees in residential areas without authorization.

In terms of specific transplantation and felling permits, Article 10 of the regulations states that transplanting trees with a diameter of 6 cm or more outside the residential area should be reported to the landscaping authority for approval in accordance with the provisions of the Chengdu Landscaping Regulations.

Trees that need to be felled due to the death of trees, endangering public safety, occurrence of quarantine pests or other serious pests and diseases, shall be reported to the landscaping authorities for approval in accordance with the provisions of the Chengdu City Gardens and Greening Regulations before being felled.

"To put it simply, cutting and transplanting outside the community need to be reported to the landscaping authority for approval before implementation. Therefore, the community is equivalent to sawing of felling and if it is to be transplanted outside the community, it needs to be approved before it can be carried out. "Relevant staff of Chengdu Park Urban Construction Administration stated that, regardless of whether it needs to be approved, the property service agency should obtain the approval of the owners' committee and announce the pruning plan at the pruning site, and accept the supervision of the owners and the public.
