Four municipalities located in the perimeter of the deep burial of radioactive waste project, called Cigeo, have issued opinions unfavorable to the request for a declaration of public utility (DUP) formulated by Andra, we learned on Friday. with the Meuse prefecture.

In total, 14 local authorities were contacted: the 11 municipalities concerned by the scope of the project, as well as the two departmental councils of Meuse and Haute-Marne, and the Grand Est regional council.

The municipalities of Bure, Horville-en-Ornois, Mandres-en-Barrois and Ribeaucourt have issued unfavorable opinions, each time accompanied by detailed arguments.

In Bure, where the laboratory which is studying the feasibility of the Cigéo project is currently located, the city council considers, among other things, that the file "minimizes the risks incurred by the discharge of Cigeo water", or that the project leader "takes ownership of roads, paths, without consultation or advice ”.

Five favorable municipalities, under conditions

The town hall of Mandres-en-Barrois deplores it, in particular, that the project "provides for the immediate clearing of several dozen hectares in Lejuc wood, the green lung of the town and the inhabitants".

Two other municipalities (Bonnet and Houdelaincourt) did not deliver an opinion: Houdelaincourt pointed out the "unrealistic time allowed to give a reasoned and exhaustive opinion on the file", over 4,000 pages long, sometimes very technical.

For its part, the town hall of Bonnet considered that it was "not for the municipal councilors to take a deliberation" on this file, and noted that the Minister of Ecological Transition Barbara Pompili has already affirmed, during a high-level committee on March 16, that "Cigéo would come to an end".

Five municipalities (Gondrecourt-le-Chateau, Saint-Joire, Cirfontaines-en-Ornois, Gillaumé and Saudron) voted in favor, systematically accompanied by reservations or conditions.

The departments and the region for

In the departmental councils of Meuse and Haute-Marne, favorable opinions were adopted, despite the opposition of elected Meusiens, mainly socialists or communists, but also elected representatives from the right.

They expressed fears in particular about the "safety of the installations and the safety of the populations".

"It is normal that there are negative opinions for us at this stage, it is a very important project which arrives on this territory", commented David Mazoyer, director of the center of Andra in Meuse / Haute- Marl.

"I think we would have wondered if the communities had made no reservations, I think that is rather healthy".

He noted that a “majority of positive opinions” had been expressed.

These opinions, of an advisory nature, which can be consulted on the Meuse Prefecture website for the most part, constitute the first formal expression of the position of all the local authorities concerned with regard to the Cigeo project.

They will be taken into account by the Meuse prefecture and the services of the Ministry of Ecological Transition, which jointly examine the DUP request submitted by the National Agency for the Management of Radioactive Waste (Andra), which is piloting the project.

The attribution of the DUP constitutes, according to Andra, a "preliminary to other requests for authorization", and must enable it to obtain the desired land by expropriation, if the amicable negotiations do not succeed.
