After an EU summit, EU Commission President Ursula von der Leyen stated that 77 million cans had been exported from the EU so far.
According to the EU epidemic authority ECDC, only 70.8 million doses were delivered to the member states.
"Europe is the region that exports the most vaccines worldwide," said von der Leyen.
The exports are agreed through bilateral agreements between manufacturers in Europe and other countries or are intended for poorer countries as part of the Covax initiative.
In the context of export controls, an export application has not yet been approved, said the Commission President.
According to the ECDC, 11.3 percent of EU citizens have received a first vaccination so far, and 4.9 percent also have a second.
Von der Leyen repeated her goal of wanting to vaccinate 70 percent of adult EU citizens by the summer.
There is steady progress, but it could have been much faster if all companies had fulfilled their contracts.
