What reforms will Emmanuel Macron bring to completion by the next presidential election?

One year before the election, it is time to make choices for the Head of State whose five-year term is shaken up by the management of the health crisis.

As in basketball, these are the last minutes of the match, the decisive moment when everything is played.

This is why everyone in the government and in the presidential majority is pushing for the reforms that they deem essential.

For example, the introduction of proportional representation in legislative elections, so that Parliament is more representative of the vote of the French.

A campaign promise by Emmanuel Macron, buried in the middle of his five-year term due in particular to the opposition of the Senate, and which François Bayrou, the president of the Modem, main ally of the Head of State, insisted on .

But this week, majority leaders in the Assembly said no - conditions not right, schedule too tight.

This promise will not be kept.

What about pensions?

Another emblematic reform that should pass to the ace, that of pensions.

She was shattered by the health crisis a year ago.

As if to ward off fate, the president and several ministers nevertheless ensure that it is not buried because for power, it is emblematic of the reforming side of the Head of State.

But, while Emmanuel Macron is monopolized by the management of the Covid-19 crisis, the time seems much too short to initiate a major reform, which changes the pension system, except to opt for a classic reform for save money.

Will the extension of the PMA go to the end?

For his part, the president - mobilized by the health crisis - wants to use the time he has left to promote equal opportunities.

In Parliament, we must finish examining current bills: the law on separatism, that on the climate, that on justice, they are among the priorities.

But it creates a traffic jam in Parliament.

Consequently, a reform is dragging on, that on the extension of assisted reproduction, medically assisted procreation, to all women.

Several times postponed, it must make its return to the deputies in the spring.

The "societal", blind spot of the five-year term

For part of the presidential majority, the "societal" is the blind spot, the weak point of the five-year term.

To remedy this, walking deputies are firing on all cylinders.

Some are ready to support texts on end of life and euthanasia or on the legalization of cannabis.

Others are also pushing for the bill on dependency care (which was a campaign promise) to be placed on the agenda.

Initiatives which have little chance of succeeding within a year but which embarrass the government: " 

We cannot deal with these subjects in an afternoon of debate

 ", annoys a minister.

Macronie strategists want to be reassuring and say that these projects could be taken up as part of Emmanuel Macron's future presidential campaign.

Double-edged argument: it underscores the fact that the head of state has not done everything he had promised.
