Recently, the Kunming City Government Office officially issued the "Incentive Measures for Reporting Illegal Pollution Discharge in the Rivers and Lakes of the Dianchi Lake Basin in Kunming City (Interim)" (hereinafter referred to as the "Incentive Measures"), which was formally implemented.
According to the "Incentive Measures", a maximum of 100,000 yuan can be rewarded for reporting illegal pollutant discharge in the rivers and lakes of the Dianchi Lake Basin.
There are 18 articles in the "Reward Measures", which mainly include the basis for formulation, scope of application, reporting methods, reward standards, accountability and other contents.
The formulation is mainly based on the "Guiding Opinions of the Ministry of Ecology and Environment on the Implementation of the Reporting and Reward System for Ecological and Environmental Violations."

The informant can be a citizen, legal person or other organization.
Illegal pollutant discharge refers to the illegal behavior of dumping solid wastes in the water bodies of Dianchi Lake, the river into the lake, and discharging sewage, waste water, and waste liquids that exceed the water pollutant discharge standards.
How to report
The whistleblower must make a real-name report, and the reported violation is true and provide relevant information and evidence; if the whistleblower does not provide the real name and other information, it will be deemed to have automatically given up the right to receive rewards.
The whistleblower can report illegal pollutant discharge to Dianchi management and law enforcement agencies through four channels, namely, telephone report, WeChat report, letter report, and visit report.
After receiving the report, the Dianchi Management and Law Enforcement Department will verify the report in a timely manner, investigate and deal with it, and give feedback to the informant.
Report reward
After receiving the report, the Dianguan law enforcement officers will record the report in detail, fill in the "Illegal Pollution Discharge Report Acceptance Form for Illegal Discharge of Rivers and Lakes in the Dianchi Basin of Kunming City" and review it.
Reports that meet the acceptance conditions will be accepted, and those that do not meet the acceptance conditions will be notified to the reporter.
The standard for reporting rewards: The maximum reward for reporting is 100,000 yuan, and a second reward will be implemented.
That is: if the reported clues are identified as valid clues by the Dianchi Management and Law Enforcement Department, they will be rewarded 50 yuan for each report, and if they are identified as important clues, they will be rewarded 1,000 yuan each time. The amount is subdivided into nine award grades ranging from 500 yuan to 100,000 yuan to award whistleblowers.
