"Our story begins with the story of the shield"
At the end of this feature film, there are not many people left among the Avengers: Tony Stark, Vision and Natasha Romanoff are dead, Wanda is struggling to cope with her grief and Steve Rogers has retired, bequeathing his shield to Sam. Wilson.

"Our story begins with the story of the shield," announces director Kari Skogland in the production notes.
“Sam considers the shield to be a symbol of the United States, and he has a hard time imagining that a black person can represent the country even though he does not feel represented,” explains Anthony Mackie in the same notes.
“Bucky believes Sam is the rightful heir, the one Steve chose, and he wants things to go the way Steve wanted.
So, as soon as Sam emits the slightest doubt, it immediately puts them on the wrong foot, ”reacts Sebastian Stan.
A “buddy cop movies” style duo
Sam and Bucky know each other from their mutual friend Steve Rogers, but they're not good friends either.
