According to the "Decision of the National People's Congress on Improving the Election System of the Hong Kong Special Administrative Region" (decision) adopted by the Fourth Session of the 13th National People's Congress, the Hong Kong Special Administrative Region Government shall follow the decision and the revised Hong Kong Basic Law Annex I and Annexes by the Standing Committee of the National People's Congress. Second, amend relevant local laws of the Hong Kong Special Administrative Region to organize and regulate relevant election activities in accordance with the law.
Carrie Lam pointed out that it is very urgent to improve the electoral system. The SAR government will go all out, and the support and cooperation of the Legislative Council is indispensable.
Based on past experience, the SAR government suggests that the Legislative Council should consider setting up a subcommittee under the House Committee to allow members to buy time to discuss and decide on the main content, and later amendments to the Hong Kong Basic Law by the Standing Committee of the National People’s Congress. After the SAR government submits the amendment bill to the Legislative Council, the subcommittee can immediately turn into a bills committee to expedite the deliberation of the bill.
She said that the relevant officials of the SAR government are very willing to cooperate with the work of the subcommittee and will also attend the meetings of the subcommittee, and ask the Legislative Council to consider the above suggestions.
