  According to the users of the old scooters, the reporter searched on many online shopping platforms and found that if the words "old scooters" were searched, the results were all zero, but the online platform would prompt similar keywords. Be a reporter When searching again with similar keywords such as "new energy scooter", "elderly new energy vehicle", "four-wheel electric car", online stores have built "high buildings", and roughly more than a hundred stores are selling.

After the reporter limited the scope of shops to Beijing, the number of shops selected fell to more than 20. Information from one shop showed that the recent sales of scooters in the old age reached nearly 300.

The online sales platform has become a new channel for the old scooters to flow into Beijing.

  The reporter browsed one of the online stores in Beijing and found that there are precautions under the product information. The first one is to remind that old scooters and fuel four-wheel scooters cannot be registered. Please understand the local traffic policy in detail before placing an order. Those who mind, shoot carefully.

At the same time, it was also mentioned that the person who placed the order and paid cannot return or exchange the goods for reasons such as not being able to be listed or unavailable.

However, the last item of the precautions mentioned that when the vehicle has a "small problem", the manufacturer provides accessories, and it is recommended that the buyer go to a nearby tricycle or two-wheeler shop to replace it.

Comparing with the situation that the reporter saw in the store before, it is not difficult to find that the online store seems to have intentionally or unintentionally joined forces with the physical store to continue to sell the old scooter.

When the reporter asked whether there would be restrictions in Beijing, several online sellers said that because the relevant policies are still unclear, this sales channel is not restricted and there will be no problems with vehicles being detained.

Sales cars are not in the store

Small store secretly sells second-hand cars

  In further investigation, the reporter found that, in addition to the online shopping platform changing keywords and continuing to sell old scooters, the sales and modification business of old scooters in Beijing has not completely disappeared.

  Recently, some citizens reported to the civic service hotline 12345 that there are many old scooters occupying motor vehicle parking spaces in No. 1 courtyard of Yaojiayuan Xili.

On March 13, the reporter found a detail during a site visit. Most old-age scooter had advertisements on the body or rear of the vehicle, indicating the specific address of the old-age scooter sales store.

Statistics found that more than 50% of the old scooters parked in the community came from a sales store outside the north gate of Jinzejiayuan in Chaoyang District.

  That night, the reporter went to Jinze’s homeland along the way. In the bottom business on the north side of the community, there are quite a lot of electric bicycle sales stores.

The reporter checked with a number of stores, and the clerk said that since last year, they no longer sell old scooters.

But careful observation of the reporter found that the actual situation is not the case.

  At 6 o'clock in the evening, an old man drove his old-fashioned scooter to a store, hoping that the store could install a solar panel on the roof of the car to charge the battery.

During the conversation, the clerk revealed that although the "complete vehicle" cannot be sold now, various businesses such as modification, addition of parts, and battery capacity can still be done.

  Then another clerk told reporters that if you want to buy a car, they have second-hand cars available for sale in their store.

According to their guidelines, the reporter finally found the so-called second-hand car. It was parked on a sidewalk far away from the store. The appearance was already quite shabby. If the store does not admit it, it will be difficult for the relevant law enforcement agencies to determine that this is a car for sale. Second-hand car.

  The clerk said that this car has been in use for three years. Regardless of its worn-out appearance, it is almost the same as a new car after adding a battery and replacing some parts, and it is cheaper than a new car.

"If you buy it, it will cost 2,000 yuan for a bare car."

Confusing tricycles with disabled vehicles

A new "variety" appeared in the old scooter

  According to the clues of the report, on March 14th, the reporter came to the No. 6 building of Fuzhenjiayuan, Fengtai District, located in the South Fourth Ring Road, and saw a large area of ​​electric bicycle stores, which were also interspersed with motorcycle stores.

In the afternoon, an old man who appeared to be in his 70s or 80s drove an old scooter to the motorcycle shop and asked the clerk to help him repair the car.

Take a closer look, the appearance of this car is similar to a common three-wheel low-speed electric car. The difference is that this car has a Beijing B license plate. It turns out that this is a three-wheeled motorcycle.

According to relevant regulations, three-wheeled motorcycles with a Beijing B license cannot be driven on the road within the sixth ring road.

  "This is not an electric car, it burns oil, you can't buy it." A clerk stepped forward to remind the reporter that he had been on the sidelines.

According to the clerk, the car that the old man drove was sold in their store. If you want to buy such a car, the user must have a three-wheeled motorcycle driver's license (book D) and a suburban household registration.

The clerk did not mention a word about the restrictions on the vehicle.

  Several old people on the sidelines looked at the three-wheeled motorcycle in front of them for a while with envy.

When the reporter asked about driving restrictions, the clerk said that the old man who bought the car was a disabled person. If he has a disability certificate, no one will follow up.

The reporter saw that the windshield of the three-wheeled motorcycle that the old man drove was pasted with a piece of A4 paper with the words "Special Vehicle for the Disabled" written on it.

The store sells fuel-burning motorcycles to the elderly as old-fashioned scooter.

The danger of such an old man driving a three-wheeled motorcycle with a top speed of 80 kilometers per hour on the road is self-evident.

According to the "Regulations on the Application and Use of Motor Vehicle Driver's License", applicants who apply for the permitted driving model of small cars, small automatic cars, small automatic passenger cars for the disabled, and mopeds must be over 18 and under 70 years old.

Although the current policy has been relaxed, there are still strict requirements on the eyesight and hearing of the applicant in the regulations.

With simple communication, the seller can find that the old man does not meet these regulations, but he still sells the fuel motorcycle to him as an old scooter.

  The reporter consulted the relevant departments and learned that it is illegal to use the three-wheeled motorcycle license plate with a "disabled person" notice.

The three-wheeled motorcycle and the disabled motor wheelchair used by the disabled are two concepts and cannot be confused. If a disabled motor wheelchair is used on the road, in addition to the vehicle itself, it must be in the Ministry of Industry and Information Technology's motor vehicle announcement catalog.
