On March 10, the Education Bureau of Nantong City, Jiangsu Province issued a document "The Work Plan for Physical Fitness Tests for Primary School Graduates in Nantong City" (hereinafter referred to as the "Plan"). The "Plan" stipulates that "The physical fitness of primary school graduates will be launched in the city from 2021. In the test, a comprehensive score of 60 points or more is considered to be qualified, and the test score is included in the student’s comprehensive sports score. Those who fail the test score shall not be issued a graduation certificate. Those who do not have a good test score shall not participate in the evaluation and awards."

The "plan" has not only blown up the parent group in Nantong, but has also attracted the attention of many parents in the domestic school sports community and outside Nantong.

Wang Zongping, Dean of the School of Physical Education of Yunnan University, called this "plan" "to make Nantong the first crab-eater in China to link the physical test of primary school students to the primary school graduation certificate."

Wang Zongping believes that Nantong’s “plan” also indicates that the trend of linking domestic student fitness tests, physical examinations to higher education, graduation certificates, etc. will extend from universities and middle schools to elementary schools; and it is important for promoting the development of school sports and strengthening students. As far as physique work is concerned, it should indeed run through the entire student stage.

Nowadays, many students wait until the high school entrance examination, high school graduation, and university graduation to carry out surprise exercises, but signs of insufficient physical exercise actually appeared as early as elementary school.

After the announcement of Nantong’s “plan”, although many parents expressed their support, many parents’ messages can still be seen on the Internet with anxiety-“Is it possible that children cannot even graduate from elementary school because of poor physical education?” "In addition to the extracurricular training classes in English and mathematics, it seems that physical education courses have to be made up." "The child can't finish his homework now. How can there be time for exercise?"...

Yang Hao, a physical education researcher at the Nantong Academy of Educational Sciences, emphasized when interpreting the "plan" that the failure of a primary school graduate to fail a physical fitness test does not mean that a child who fails the physical fitness test cannot graduate.

Since elementary and junior high schools belong to the compulsory education stage, whether students have a primary school graduation certificate does not affect their admission to junior high school. Yang Hao told the China Youth Daily and China Youth Daily reporter that the focus of Nantong’s “plan” is not to let parents To pay attention to this diploma, but to hope that parents, students, schools, and teachers can pay more attention to sports. It also hopes to show the determination of the education department in strengthening school sports work and improving students' physical fitness, and to force schools with policies Promotion of sports work.

The “plan” stipulates that starting this year, physical fitness tests will be carried out among the sixth graders of primary schools in Nantong. The test will be held in May and June this year. The test items are 50-meter running, sitting forward bending, 1 minute skipping rope, and 1 minute supine. Sit up, 50×8 round trip.

Wang Zongping said that the test items do not include tests of body shape and physical function indicators such as body mass index (BMI) and vital capacity, and there are no long-distance running items. The test items are mainly corresponding to the "National Student Physical Health Standard (Revised in 2014)" The physical quality of the "fifth and sixth grade" content, such as students' speed, flexibility, strength, and other qualities, are the national minimum standards. For elementary school students, the setting of these test items is relatively scientific.

Yang Hao introduced that Nantong City conducted a lot of research on the formulation of the content of the “program” before the “program” was released. For one hour of exercise every day, a healthy and healthy child will have no problem getting a pass in the physical fitness test after elementary school.

According to the student physical fitness monitoring data of Nantong City in the past two years, the pass rate of the physical fitness test of primary school graduates has reached more than 90% without the introduction of the "plan".

Yang Hao used this to reassure the anxious parents that as long as their children take good physical education classes and participate in one-hour physical activities every day, they are unlikely to fail the primary school graduation physical fitness test.

Whether it is from the difficulty of passing the test or whether it is necessary to enroll children in extracurricular sports training classes, the "plan" does not mean to increase the burden on the children.

In order for children to successfully pass the physical fitness test after elementary school, parents must pay attention to whether the school is fully opened, fully open, and good physical education classes.

Wang Zongping said that just as Ye Rensun, a representative of the National People's Congress and Secretary of the Education Working Committee of Jiangxi Provincial Party Committee, put forward at the two sessions "recommendations to carry out the activity of "showing school schedules" in primary and middle school sports", physical education needs to be supervised by parents through "showing schedules".

Because there are schools with two timetables (the first timetable is external and the second timetable is actually implemented) in the country by no means a few.

When parents know that the school's wanton occupation of physical education will directly affect their children's obtaining a primary school graduation certificate, they will naturally assume the role of supervising school physical education.

So, why is Nantong the first region in the country to link the results of the student's physical fitness test with the primary school graduation certificate?

Yang Hao said that Nantong’s “plan” was issued in accordance with the “Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of Education and Teaching and Comprehensively Improving the Quality of Compulsory Education” issued in July 2019 and the Jiangsu Provincial Party Committee and the Provincial Government’s last year The "Opinions on Promoting the High-quality Development of Basic Education in the New Era" issued.

The two "Opinions" clearly stipulate that "except for students who are exempt from physical education, those who do not meet the physical fitness standards shall not be issued a graduation certificate."

"The "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of Education and Teaching and Comprehensively Improving the Quality of Compulsory Education" (hereinafter referred to as the "Opinions") is the first national document in China for students who are in good health during the compulsory education stage. If they fail a physical fitness test, they will not be allowed to graduate. Wang Zongping explained, “However, although the "Opinions" clearly stipulates that students with unqualified physical fitness will not be issued a graduation certificate, since the release of the "Opinions" in 2019, this requirement has not been truly implemented. The landing place appeared until Nantong released this "plan".

Wang Zongping said, “National education looks at Jiangsu, and Jiangsu education looks at Nantong. In terms of education reform, Nantong dared to lead the country. In addition, in the reform of school sports, Nantong is also problem-oriented this time, taking advantage of the trend. Many places hold the attitude of'wait a minute, take a look at the'more is not as good as less', or lack sufficient attention. Therefore, before Nantong, there has not been any place in China that has introduced whether students’ physical health is qualified or not. A policy linked to the issuance of primary school graduation certificates."

On the other hand, the decline in student physique has not yet fundamentally improved.

Yang Hao said that there are more and more small fat piers, small glasses, and small bean sprouts. As a local education department, it must try to reverse this situation.

According to a report from Nantong Radio and Television Station, the results of the 2019 Jiangsu Provincial Student Physical Health Monitoring showed that the obesity rate of primary and secondary school students in Nantong was 14.8%, ranking first in the province; the myopia rate of primary and secondary school students in Nantong remained at a high level, reaching 74.6%, ranking all Second in the province.

Yang Hao believes that in addition to the central government and Jiangsu Province that have successively issued documents that provide a policy basis for Nantong’s “plan”, from the perspective of Nantong’s actual needs, it is also necessary to play the guiding role of examinations to promote students to strengthen physical exercise. , Improve the level of physical fitness.

As for Nantong’s “plan” that has attracted national attention, Yang Hao said, “We just want to do a good job in enhancing the physical fitness of students. The first crab-eater in the country."

In Wang Zongping's view, Nantong is likely to have a demonstrative effect after linking student physical test scores with primary school graduates for the first time in the country.

Previously, parents, schools, education departments, and scholars paid more attention to the impact of physical education entrance examinations, college entrance examinations, and college students’ physical test scores on graduation. However, after the students have entered junior high school, they will strengthen physical exercise due to the need for physical examinations. It can only be a temporary holdover or it is too late.

Wang Zongping said that there is a phenomenon of "fourth grade escape" among elementary school students in our country, that is, many elementary school students gradually leave the sports field and reduce physical exercise as the pressure on their studies increases starting from the fourth grade.

The ratio of small fat piers and small glasses has also increased significantly since the fourth grade of elementary school, which will have a profound impact on students' future physical fitness and exercise habits.

In terms of paying attention to the physical fitness of students and strengthening the work of school sports, the elementary school stage really deserves more attention.
