  • As of June, the Métropole de Lyon will set up its “Youth Solidarity Income” intended for 18-24 year-olds in great precariousness.

  • This assistance will be possible for young people with less than 400 euros of activity resources per month and not benefiting from any other device for a maximum period of two years.

  • The RSJ "has the objective of serving as a relief, a safety net, for young people in precariousness who do not benefit from any device, so that they do not fall into very great precariousness", underlined the president of the Métropole Bruno Bernard this Thursday.

The device was announced several months ago to help those in greatest difficulty.

The metropolis of Lyon will set up in June its "youth solidarity income" intended for 18-24 year olds in precarious situations who do not benefit from other aid, announced Thursday its ecological president Bruno Bernard.

This measure, with a budget of 10 million euros for the year 2021, could concern some 2,000 young people (over a full year) who will receive, for a maximum period of two years, a monthly aid of 300 euros. they have an income of less than 400 euros per month and 400 euros if they have no activity resources.

French or foreign young people in a regular situation, residing in the metropolis for at least 6 months and having left the education system will be able to benefit from it.

Supported by return to work assistance

Seen as transitory, this allowance must be accompanied by assistance in returning to work.

"From the month of July" and the arrival of environmentalists at the management of the metropolis, "we proposed to the government to experiment with a youth RSA in the territory.

The government did not want to do it, ”lamented the elected EELV to the press.

He nevertheless recognized that "government measures are going in the right direction, in terms of apprenticeship or even the Youth Guarantee which works but only concerns less than 10% of young people".

The RSJ "has the objective of serving as a relief, a safety net, for young people in precariousness who do not benefit from any device, so that they do not fall into very great precariousness", added Bruno Bernard, assuring that this allowance is not intended to compete with other aid.

Thus, those who benefit from other allowances (RSA, disability, Youth Guarantee, etc.) or students, the most precarious of whom benefit from state aid (scholarships or emergency aid) will not be eligible.

"No one has a life project to stay at RSA"

"We have nearly 23% of young people under the age of 30 who live below the poverty line in the metropolis, and we know that the Covid-19 epidemic is making things worse," Bruno Bernard said.

“It's a national issue.

I find it shocking on the part of the Minister of Labor to want to oppose integration and emergency aid, because, if there are existing mechanisms, there are a lot of blind spots and young people who find themselves without any possibility. ", He continued, referring to a column published at the end of February by Elisabeth Borne in which she maintained that" an RSA for 18-25 year olds is not an answer ".

“There are more and more young people sleeping rough, school dropouts, former scholarship students who cannot find a job.

There are a lot of cases without a solution… ”, he added, betting on the fact that the RSA young people will be“ a subject ”of the next presidential election in 2022.“ All young people are looking for a solution, a job .

No one has a life project to stay at the RSA, ”he insisted.

The RSJ must be voted on at the Metropolitan Council of March 15, for the first payments scheduled for June.
