Ahead of the TV Chosun'Mistrot 2'final, a local community association encouraging specific performers to text voting, sending text messages to 480,000 people from abroad, is in danger of being investigated by the police.

On the 3rd, the Chungbuk-do Citizens' Association, in the name of the chairman, encouraged 486,000 people from Chungbuk to vote for Kim Da-hyun, a native of Chungbuk, in the finals scheduled for the 4th via text message.

In this text, the Chungbuk Provincial People's Association said, "I was very surprised by the tremendous solidarity of the Chungcheong people shown on February 25," and "I need the strength of the Chungcheong people once again." did.

When it became known that the texts were distributed to encourage voting by the Chungbuk Provincial People's Assembly, criticism was poured out online.

It has also been confirmed that a civil complaint requesting a police investigation through the National Shinmungo has been received because of a possible violation of the Personal Information Protection Act.

In response, Jin & Lee Law Office representative lawyer Truth predicted that if the information subject did not agree to send a text message to encourage Kim Da-hyun to vote during a phone call with SBS Entertainment News, the Chungbuk Provincial Civil Association may be in violation of the Personal Information Protection Act.

The truth attorney said, "If the personal information controller obtains the consent of the data subject, he/she may use personal information within the scope of the purpose of collection (Article 15, Paragraph 1 of the Personal Information Protection Act), and shall not use personal information outside the scope of the purpose of collection. (Article 18, Paragraph 1 of the same Act). "Here, the personal information controller is a public institution, corporation, organization, and individual that processes personal information by himself or through another person in order to operate personal information files for business purposes. (Article 2, No. 5 of the same law), and in the case, the Chungbuk Provincial Civil Association, an organization, falls under the personal information controller, he stressed.

"In the end, if the central assembly of the Chungbuk Provincial People's Association, which is the personal information controller, sent a letter for the purpose of promoting support for a specific candidate even though it did not obtain the consent of the data subjects for the purpose of advertising/promotion, this means that personal information was used outside the scope of the purpose of collection. Since it violates Article 18, Paragraph 1 of the Personal Information Protection Act, it may be punished by imprisonment for up to 5 years or a fine of up to 50 million won in accordance with Article 71 2 of the Act."

Regarding this, the Metropolitan People's Association said through the media that "I have heard of the fact that a civil complaint has been submitted through the Kookmin Shinmungo" and that "it is currently not possible to confirm that a text message was sent."
