Now we know why the Government

treacherously concealed from Congress the report prepared by the Council of State

ten days before the Council of Ministers approved the decree law that regulates the management and execution of European funds.

If all the deputies of the Chamber had known about it, it is very likely that the result of the vote would have been different, since the opinion of the body chaired by

María Teresa Fernández de la Vega

implies an implicit complaint of arbitrariness and lack of transparency with which the Government intends to award the almost 150,000 million that will arrive from Brussels to help alleviate the serious economic consequences derived from the health crisis.

After reading the report, the opposition's suspicions about

the hidden intentions of the Sánchez e Iglesias Executive

that, instead of taking advantage of this historic occasion to draw up a national recovery plan agreed with the rest of the parties and with the autonomous communities, could waste EU money on

feeding their clientele network.

And it is that the high advisory body viewed with "concern" the "modulation" and even

the "elimination" of "control mechanisms" when deciding to whom subsidies are awarded

, or on which projects contracts and agreements are decided with the Administration to guarantee their "link to the purposes for which they are granted".

Because although the exceptional nature of the situation requires a flexible operation that streamlines the adjudications so that the money reaches its destination as soon as possible, "it does not seem correct", said the report, "that the simplification of procedures is accompanied, necessarily and in any case, a significant reduction in the different control mechanisms provided for in the legal system to

guarantee a correct allocation of the funds received

".

The opinion also recalled the need to award aid rigorously and without suspicion of doubt, to prevent the EU, which will play an essential supervisory role, from amending the government's actions.

And in order to avoid discretion and cronyism, the State Council demanded that the decree law - which was ratified in Congress

thanks to the inexplicable abstention of the Vox deputies

- include the essential operating rules and the

composition of the committee. in charge of deciding the destination of each budget item

, clearly determining how many and with what technical and specialized training its members should be and who should preside over it.

None of these recommendations was incorporated by the Government into the decree.

Since the European Commission awarded Spain the second largest batch of funds,

Pedro Sánchez made clear his intention to exclusively control aid in order to obtain the greatest possible political profit

.

Thanks to these items, however, it would be possible to articulate a program of structural reforms coordinated at the national level, which boosts the economy with innovative projects that generate employment that help increase productivity.

Sectarianism and improvisation should not ruin this historic opportunity for Spain.
