China News Service, Chengdu, February 26 (Reporter Zhang Lang) The Sichuan Provincial Department of Ecology and Environment notified on the 25th: A few days ago, the Sichuan Provincial Ecological Environmental Protection Inspectorate Suining City Inspection Team discovered that Suining Guangtian Electronics Co., Ltd. sneaked through the rainwater pipe network. Production wastewater containing heavy metals, hazardous waste management is chaotic, and a serious violation of relevant laws and regulations.
Suining Guangtian Electronics Co., Ltd. (hereinafter referred to as "Guangtian Electronics") settled in the PCB industrial base of Suining Innovation Industrial Park in 2011. The company covers an area of 70 acres and mainly produces electronic components.
The company obtained the environmental assessment approval in April 2011, and carried out trial production in July 2011. It passed the environmental protection acceptance of the project completion at the end of December 2013. The production raw materials are mainly copper clad laminate, liquid ammonia, sulfuric acid, nitric acid, etc., and the design annual output of single-sided panels 400,000 square meters, double panel 400,000 square meters, the main production process is copper clad laminate-etching (plating, etc.)-cleaning-finished circuit board.
In January 2019, the company has been punished by the Suining City Ecological Environment Bureau for inadequate management of hazardous waste.

The inspection team found that the company discharged high-concentration copper-containing wastewater (blue) out of the plant through the rainwater pipe network. After sampling and testing the water in the rainwater inspection well, the data in the "Test Report" showed that the total copper and chemical requirements of the wastewater The oxygen content and ammonia nitrogen concentration were 174mg/L, 304mg/L, and 77.1mg/L. According to the requirements of the "Emission Standard of Electroplating Pollutants" (GB21900-2008), they exceeded the standard by 347 times, 2.8 times, and 4.14 times respectively.
The “three preventions” measures in the temporary storage room of hazardous waste in enterprises are not in place, the management system of hazardous waste has not been established, and the hazardous waste account is not perfect.
The treatment facilities and site of the waste etching solution treatment workshop are corroded seriously.
A large amount of heavy metal-containing sludge was piled up randomly, and the water-containing sludge was not temporarily stored in anti-seepage packaging specifications.
The hazardous waste produced by the enterprise involves seven categories: HW08, HW12, HW13, HW16, HW22, HW42, and HW49, but the on-site inspection of the data found that only HW49 (900-045-49) had a transfer account record, and the account was altered at will. The data records are untrue, and there are no transfer records of other types of hazardous waste.

The inspection team believes that as a heavy metal company, the awareness of environmental protection laws is extremely poor, internal management is chaotic, the ecological environmental protection institutions established by the company are useless, the special training on ecological environmental protection laws and regulations has not been organized, and the company's awareness and initiative in learning and complying with the law are poor.
The construction of the pipe network in the park is chaotic, rain and sewage diversion is not thorough, and daily inspection and management are absent.
Inadequate supervision of industry authorities.
The bottom of the pollutant discharge situation of the enterprises in the park is unknown, and the relevant enterprise management system has not been strictly implemented.
The inspection team will further investigate and verify the situation, and follow-up inspection work will be done in accordance with relevant requirements and procedures.
