The government building Y-block in central Oslo is being demolished despite large protests from cultural life and architectural associations.

The building's unique concrete reliefs by Pablo Picasso and the Norwegian artist Carl Nesjar, "Fiskarna" and "Måsen", will be preserved and relocated.

But in January, the heirs of the architect Erling Viksjø and the artist Carl Nesjar started a lawsuit against the Norwegian Ministry of Local Government when they believed that they have the right to decide where the Picasso reliefs should be placed.

The heirs and the Ministry of Local Government have now agreed that the works of art will be placed in the new government building, A-block, which was the Ministry of Local Government's original proposal. The heirs, on the other hand, will have the right to be involved and decide on the detailed design of the works and the environment in which they will be placed.
