The second confinement did not lead to new creations of cycle paths, but rather was an opportunity to perpetuate the developments resulting from the first confinement, according to a study by the Club of Cycling Cities and Territories published on Tuesday.

Among 148 communities - with 31.5 million inhabitants, and mainly rural for a third of them - questioned between November 19 and December 9, 2020, 124 worked on one or more transitional development projects in favor of active mobility, walking and / or cycling.

Development projects that were mostly completed

Of these 124 communities, 19 are still at the study stage, 10 are in the deployment phase, 83 have completed their project, and 12 have given up or postponed the case.

The percentage of communities that have completed their transitional development projects has therefore reached 67% in mid-December 2020, a figure that has risen sharply since September (35%) and June (14%), noted the Club.

The second confinement linked to the Covid-19 pandemic has not sparked a new wave of transitional development projects, the dynamic of “emergency” developments being coming to an end at the end of 2020.

Now popular “tactical town planning”?

The new cycling and pedestrian projects could henceforth be carried out according to a more traditional process, but "the" experiment, evaluate, decide "approach, summed up by the notion of" tactical town planning ", has convinced several communities, who wish to use it more frequently and plan to integrate it into their practices, ”said the Club.

The study shows that 81 of the 93 communities (87%) that have implemented at least one transitional arrangement plan to perpetuate it, or even extend it.

Some have already started work on sustainability, such as Versailles, Rennes or Aix-les-Bains, yellow giving way to white in the signage of “coronapists”.

The Cycling Towns and Territories Club also retains that 65% of the 148 communities that responded to the survey indicated that the health crisis had accelerated and / or strengthened their cycling policy.
