  Hello everyone!

The Year of the Rat is about to go away, and the Year of the Ox is coming. Today, the Liaison Office of the Central Committee of the Communist Party of China held the Chinese New Year reception for the first time in the form of "Cloud New Year".

The form has changed and the greeting remains the same.

On behalf of all my colleagues in the Liaison Office, I would like to extend my greetings to everyone in front of the screen and to the general public of Hong Kong!

  The year 2020 is extremely unusual and truly memorable.

  This year, the world is changing.

The global outbreak of the new crown pneumonia epidemic, the severe recession of the world economy, and the international power balance "rising from the east", mankind has jointly experienced a thrilling risk challenge.

This year, the country is changing.

After going through the big test of the Great War, people saw the mainstay of the Chinese Communist Party, the advantages of China's governance, and the unprecedented unity of the Chinese people. The 1.4 billion Chinese people are proud of the ever-increasing vitality, strength, and potential of China.

This year, Hong Kong is also changing.

The central government has continuously made major decisions on Hong Kong’s national security legislation. The streets will no longer be violent and the citizens will regain safety and freedom. Hong Kong has ushered in a major transition from chaos and governance.

  As President Xi Jinping pointed out, in the face of major changes unseen in a century, “the time and the situation are all on our side. This is where our strength and confidence lies, but also our determination and confidence.”

  Dear friends and citizens,

  It has been a year since I came to Hong Kong to take up my duties. I know more about Hong Kong and have a deeper feelings for Hong Kong.

Friends and relatives asked me how I felt, and summed it up in one sentence, "I have more confidence in this home in Hong Kong."

Looking back on the past year, I want to say a lot. In order not to take up too much time, here are "Four Unforgettable Moments".

  The first moment was last year's "July 1st", when the Hong Kong National Security Law was implemented. More than 100 fishing boats spontaneously cruised around the Victoria Harbour. People raised the slogan "National Security, Hong Kong Peace and Peace of Mind".

  In the second moment, in August last year, the mainland aid to Hong Kong anti-epidemic team arrived in Hong Kong, and many people held flowers in their hands to welcome them.

  The third moment was the Mid-Autumn Festival of the National Day last year. I visited the elderly and subdivided households in Siu Sai Wan on Hong Kong Island and Sham Shui Po in Kowloon. I deeply felt that there was no room for delay in restoring the economy and alleviating the plight of the people.

  The fourth moment is the last day of 2020. TVB and B station, the most popular online platform for young people in the Mainland, jointly produced a New Year's Eve party.

Thousands of drones blasted out the words "I love Hong Kong, I love China" over the Victoria Harbour, and netizens from both places swiped the screen of "Hong Kong is better tomorrow".

  The four moments, in my opinion, are the true epitome of the spiritual and material pursuits of Hong Kong citizens.

I know that many people are thinking, what will happen to Hong Kong next?

What else will change?

I want to say that change and unchanged are objective, dialectical and developmental.

The "changes" in Hong Kong over the past year have been to set things right.

Correcting both the "deformation" and "out-of-shape", "One Country, Two Systems" will surely move forward in the correct direction.

Facing the future, I have "four judgments" about the family of Hong Kong——

  First, the policy of "one country, two systems" will not change, and the bottom line of "one country" will be stronger and the vitality of "two systems" will be greater.

By adhering to "patriots ruling Hong Kong", adhering to the principle of "one country", strictly following the Constitution and the Basic Law, maintaining constitutional order, and implementing the central government's overall governance power, Hong Kong can prosper, stabilize, and maintain long-term stability.

  Second, the rights conferred by the Constitution and the Basic Law will not change, and the ability to protect Hong Kong’s peace will be stronger and the effectiveness of safeguarding national security will be better.

Resolutely implement the Hong Kong National Security Law, insist on demonstrating democracy and freedom on the track of the rule of law, refuse to fall into the whirlpool of pan-politicization, refuse to break away from the original intention of good governance and good governance, Hong Kong will have rules and regulations, home and people.

  Third, the lifestyle that everyone is accustomed to will not change, and the pace of economic development and improvement of people's livelihood will increase, and the quality of life of the general public will improve.

Take more precise and effective governance measures to gradually resolve major livelihood issues such as employment, income, land, housing, and medical care, and resolve the deep-seated conflicts affecting the lives of the general public, so that everyone’s efforts will not be disappointed. There will be more sense of happiness and security.

  Fourth, the advantages of the free market and the pattern of facing the world will not change, and there will be greater room for integration into the country's development and greater confidence in participating in international competition.

Make good use of the major opportunities of the “Belt and Road” and the Guangdong-Hong Kong-Macao Greater Bay Area, be a “participant” in the domestic cycle, and be a “facilitator” of the domestic and international dual cycle, and enhance the competitiveness of Hong Kong’s economy. Will be "unchanging as a mountain".

  Dear friends and citizens!

  On January 27, when President Xi Jinping listened to Chief Executive Carrie Lam’s report on work, he was particularly concerned about the epidemic situation in Hong Kong, concerned about everyone’s health and work and life, and emphasized that “the central government has and will continue to take all necessary measures to fully support Hong Kong. The Special Administrative Region is fighting the epidemic. We must strengthen our confidence and unite to fight the epidemic. The motherland will always be a strong backing for Hong Kong, and the immediate difficulties will surely be overcome."

  At special nodes and in the face of special situations, Chairman Xi’s ardent concern is full of Xiangjiang and inspiring.

2021 is the 100th anniversary of the Communist Party of China.

If we say that in the great changes led by the Chinese Communists in a century of hard work, there is something that has never changed and has lasted forever, it is the consistent "people's feelings" and "for the happiness of the Chinese people and for China The original intention of the nation to seek rejuvenation.

We are firmer than ever in the belief that under the leadership of the Communist Party of China, no one can stop the historical trend of China's firm forward development, and no one can stop the great rejuvenation of the Chinese nation.
