  The "Regulations" stipulate that the people's governments at the two levels of Jiangxi province and city shall delineate key areas for soil pollution prevention and control based on the status of regional soil pollution and land and space planning.

It stipulates different types of soil pollution prevention and control requirements for pollutants, mining enterprises, oil facilities, agricultural inputs, livestock and poultry manure, urban and rural household garbage, reuse of waste materials, dismantling of corporate facilities, and management and control restoration activities.

  The "Regulations" propose that socialized governance is encouraged for strictly controlled agricultural land plots. For centralized and contiguous land, the three rights separation of rural land can be combined to carry out land transfer, adjust the planting structure, and plant suitable crops on a large scale; encouragement; Those that meet the soil environmental quality requirements of the planned land can be converted to rural residential land, rural collective management land, and rural industrial project land.

For construction land plots whose soil pollutant content exceeds the risk control standards, the natural resources department shall not go through the procedures for land change for residential, public management and public service land. Persons responsible for soil pollution and land rights users shall carry out risk assessments. The land parcels accepted shall be subject to management control restoration and effect evaluation.
