In December 2020, the nationwide “12369 Environmental Reporting Network Management Platform” (hereinafter referred to as the “Networking Platform”) received a total of 31,156 environmental protection reports, a decrease of 23.2% month-on-month and 10.3% year-on-year.

Of the reports received this month, 23,792 cases were accepted, but 7,364 cases were not accepted because the clues of the report were unknown or were not within the scope of responsibility of the ecological environment department.

  The report pointed out that the number of calls and WeChat reports dropped significantly from the previous month.

In December, among the reports received across the country, the “12369” environmental protection hotline reported 11,970 reports, accounting for 38.4%; WeChat reports 14,069, accounting for 45.2%; 4,116 online reports, accounting for 13.2%; reports from other channels 1001 pieces, accounting for about 3.2%.

Among them, the volume of WeChat reports decreased by 30.4% from the previous month, and the volume of telephone reports decreased by 19.5% from the previous month.

  The report stated that reports of air pollution problems were the most prominent.

In terms of pollution types, air pollution reported the most in December, accounting for 51.2% of the total number of reports. This proportion was 11.8% lower than that of similar reports in November.

The second was noise pollution reports, accounting for 47.1% of the total.

Water pollution, solid waste pollution, ecological damage and radiation pollution reports accounted for 14.5%, 8.8%, 2.8% and 0.9% of the total number of reports respectively.

  Among air pollution reports, the most reports reflecting offensive odors, accounting for 44.1%; followed by reports reflecting smoke and dust pollution, accounting for 42.5%.

Among noise pollution reports, reports reflecting industrial noise pollution accounted for the most, accounting for 67.0%; followed by reports reflecting construction noise pollution, accounting for 24.2%.

Among water pollution reports, reports reflecting industrial wastewater pollution accounted for the most, accounting for 41.8%.

  The report pointed out that the construction industry reported the most concentrated.

In terms of industry types, the most concentrated industry reported by the public in December was the construction industry, accounting for 35.8%; followed by the accommodation, catering and entertainment industry and non-metal processing manufacturing, accounting for 15.8% and 9.4% respectively.

Among them, the construction industry accounted for a decrease of 2.5% compared to the same category in November; the accommodation, catering and entertainment industry reported a decrease of 0.2% compared to the same category in November, and the non-metal processing manufacturing industry reported a decrease of 1.3% from the same category in November.

  Henan, Guangdong, and Chongqing ranked the top in the number of reports.

In terms of the number of reports from different channels in various regions, Henan, Guangdong, Chongqing and other places rank in the forefront of the total number of reports, Henan, Chongqing, Shanghai and other places have a relatively high proportion of telephone reports, and Guangdong, Henan, Jiangsu and other places have a relatively high proportion of WeChat reports.

  In terms of the proportion of reported pollution types in various regions, Shanghai and Henan accounted for relatively high air pollution reports, which exceeded the national average by about 11%. Shanghai mainly reflected industrial waste gas and oil fume problems, and Henan mainly reflected smoke, dust, and foul smell problems.

Chongqing and Guangxi have relatively high proportions of noise pollution reports, about 18% higher than the national average. Chongqing mainly reflects construction noise pollution problems, and Guangxi mainly reflects industrial noise pollution problems.

The proportion of water pollution reports in Shandong and Hunan exceeded the national average by about 6 percentage points, which mainly reflected industrial wastewater and domestic wastewater pollution.

  The notification pointed out that the 31376 reports received in October 2020 were all handled by the local ecological environment department.

The Ministry of Ecology and Environment randomly conducted random checks on the handling of 2,522 reports, with a passing rate of about 88.7%. It did not handle environmental violations in place, did not investigate and deal with the reported issues one by one, failed to provide feedback to the reporter, and settle opinions perfunctory The report of troubles and other issues has been instructed to modify or re-process the undertaking department.
