The Ministry of Ecology and Environment attached great importance to it, immediately initiated emergency response, notified the upstream provinces of Gansu and Shaanxi as soon as possible, and dispatched a working team to the three places in Gansu, Shaanxi and Sichuan overnight to guide and supervise local emergency treatment, identify pollution sources, and ensure Drinking water is safe for the masses.

At the same time, promptly organize incident investigation and ecological environment damage assessment.

Liu Youbin pointed out that at 19:00 on January 20, 2021, data from the automatic monitoring station for water quality at the Jialing River's Inflow Section showed that the thallium concentration exceeded the standard.

After learning of the news, the Ministry of Ecology and Environment attached great importance to it and immediately initiated an emergency response. The relevant situation was reported to the upstream provinces of Gansu and Shaanxi as soon as possible.

And sent a working group to the three places in Gansu, Shaanxi and Sichuan overnight to guide and urge the locals to carry out emergency response, find out the source of pollution, and ensure the safety of drinking water for the people.

The eco-environmental departments of the three provinces quickly organized emergency monitoring and pollution source investigations.

After investigation, the pollution came from the two tributaries of the Jialing River. It was basically determined that Chengzhou Zinc Smelter of Gansu Changba Nonferrous Metals Co., Ltd. and Lueyang Iron and Steel Co., Ltd. of Shaanxi caused abnormal thallium concentrations in the Qingni River and Dongdu River, the tributaries of the Jialing River.

The local ecological environment department has ordered the companies involved to take measures to cut off the source to ensure that the polluted water body is no longer discharged.

In addition, in order to ensure the safety of drinking water for the people, the local governments of the two provinces of Gansu and Shaanxi respectively built interception dams on the Qingni River and Dongdu River, intercepted contaminated water bodies in sections, and added precipitants and flocculants for disposal.

The two places also laid pipelines to divert the clean water from the upstream of the sewage outlets of the enterprises involved to the downstream safe areas.

After disposal, the water quality of the Dongdu River continued to reach the standard since 20:00 on January 21; the water quality of the Qingni River into the Jialing River has reached the standard since 2:00 on January 27.

In the next step, the Ministry of Ecology and Environment will guide the three regions in Gansu, Shaanxi and Sichuan to continue to deal with polluted water bodies to ensure the safety of drinking water for the people.

At the same time, promptly organize incident investigation and ecological environment damage assessment.

In this regard, we must always keep a clear understanding. The Ministry of Ecology and Environment will adhere to the attitude of “preparing for something and nothing, and treating big and small things as big things”, continuously improve the level of environmental emergency preparedness, guide and supervise local people’s governments and their ecological environment departments, properly handle environmental emergencies, and effectively protect the people People's lives and property and ecological environment are safe.
