According to Zhang Wenhong, the current infection and infectious disease disciplines in major hospitals in Shanghai are generally weak.

He hopes to accelerate the construction of the non-human primate biosafety three-level laboratory to help the development of the infectious disease biomedical industry of the Shanghai Science and Technology Innovation Center.

  How to transform the prevention and control of emerging infectious diseases from "passive prevention and control" to "active prevention and control" mode?

Chen Liang said that the top-level design at the government level should be to establish a strategic reserve of vaccines for emerging infectious diseases.

"This reserve pool will be the country's important weapon and be regarded as a'hard core technology' guarantee system in the field of public health." He also proposed the establishment of the Yangtze River Delta Emergency Medical Center and the establishment of a regional emergency medical center with both emergency treatment and pathogen diagnosis.   Song Yaojun, another representative of the National People's Congress, believes that Shanghai should actively participate in global public health governance. While establishing a special project for the introduction of global public health leaders and a special project for overseas training of high-end talents, it fully integrates "inviting in" and "going out." By participating in the design and implementation of important international cooperation projects, participating in WHO policy recommendations, guideline formulation and related randomized controlled trials and studies, etc., guide global health-related decisions and actions.
