Although the "Administrative Measures for Hot Air Balloon Sports" promulgated by the General Administration of Sport of China have detailed regulations on hot air balloon pilot standards, hot air balloon airworthiness certificates, and hot air balloon club operating standards, they are only applicable to hot air balloon training, competitions, performances, leisure and publicity.   "The gaps in the supervision and regulation of passenger-carrying hot-air balloons gave the accident an opportunity. The production of hot air balloons requires qualification certificates such as a hot air balloon production license and model approval certificate.

According to the "Hot Air Balloon Operation Guidelines" issued by the Civil Aviation Administration of China, hot air balloon pilots should have no less than 35 hours of flight experience after obtaining a sports pilot license and balloon rating.

However, in order to save costs, some operators of hot-air balloon projects have purchased unqualified hot-air balloons and hired unqualified pilots, thereby laying down safety hazards.
