As a result, the Air Self-Defense Force pilot mistakenly recognized the delay in departure from the controller as a takeoff clearance, and after reciting it, made another communication without confirming the controller's response, resulting in an error. It is presumed that he could not hear the instructions of the controller who noticed it.



The Japan Transport Safety Board concludes that these may be the cause, as it was distracted to take off more quickly and did not visually confirm that another aircraft was about to land.
