Some patients came from cities with no confirmed cases, but they were turned away when they went to a big city for medical treatment

How does the patient's normal medical treatment in different places and epidemic prevention and control do not go wrong?

  Our reporter Yin Pingping

Li Rongzhi and his wife from Siping City, Jilin Province only got off the train to Beijing at 3 pm on the 19th. They were thinking about buying the train ticket back to Siping at 4:30.

"If you don't go back, why don't you let them in the hospital? What do you say, let's wait until one day." Li Rongzhi sighed to the reporter.

Li Rongzhi came to Beijing to see a doctor. The 61-year-old is a gallbladder adenocarcinoma patient with a history of five years.

All her treatments during the past five years were carried out at the Cancer Hospital of the Chinese Academy of Medical Sciences (hereinafter referred to as the Cancer Hospital of the Chinese Academy of Medical Sciences) in Beijing.

After receiving the radiotherapy in October last year, she followed the doctor's instructions for a review at the hospital three months later and contacted the radiotherapy department of the hospital. The doctor said on the phone that she could be admitted to the hospital for treatment.

They registered their number in advance through their mobile phones, and the appointment was better than January 20 for treatment. She came to the hospital for a check-up one day in advance. Unexpectedly, she arrived at the entrance of the hospital and was stopped by security guards.

No confirmed cases in the city

Came to see a doctor but was turned away

The security guard told Li Rongzhi that they had just received the news in the past two days: Because of the confirmed cases in Gongzhuling City, the leaders specially ordered that Gongzhuling City is very close to Siping City, so as long as the scan itinerary code shows that it is a patient from Siping, they are also refused admission.

Gongzhuling City is a municipality directly administered by the province of Jilin Province and is managed by Changchun City.

On January 18th, the Changchun City Leading Group for the Prevention and Control of the Novel Coronavirus Pneumonia Epidemic announced that in accordance with the requirements of the State Council’s joint prevention and control mechanism for the prevention and control of the COVID-19 epidemic, the The entire area of Fanjiatun Town, Gongzhuling City was adjusted to a medium-risk area.

Siping City is not involved.

As of January 19, when Li Rongzhi and his wife arrived in Beijing, there had been no confirmed cases of new coronary pneumonia in Siping City, Jilin Province.

Scanning the code with the mobile phone to obtain the communication big data itinerary card appears "Siping City, Jilin Province", but also does not appear as red and yellow.

Nevertheless, out of caution, Li Rongzhi and his wife did a nucleic acid test before leaving.

Holding the negative certificate of nucleic acid test, showing the "no abnormality" Beijing Healthbao, plus the communication big data itinerary card displayed as "green arrow", whether it is traveling to Beijing by car or staying in Beijing, Li Rongzhi and his wife are both No obstacles were encountered, only the destination hospital could not be entered.

Before retirement, Li Rongzhi and his wife worked in a local medical institution in Siping. She told reporters that she understood the severe situation of epidemic prevention and control and knew that the hospital should be the top priority of epidemic prevention, otherwise the consequences would be disastrous.

If a confirmed case does occur in her location and is classified as a medium-high risk area, Li Rongzhi said she would never act rashly.

Before the trip to Siping, they also checked the local and Beijing prevention and control regulations at all levels. They learned that there is no special policy for entering Beijing from Siping so far, so they dare to leave for treatment in Beijing.

The security guard responsible for evacuation of patients at the entrance of the Cancer Hospital of the Medical Academy told reporters that the manager of the security company would tell them every day that the hospital put forward the prevention and control requirements of the day in response to the latest changes in the epidemic.

The so-called "prevention and control requirements" usually refer to: patients from which districts in Beijing and from which cities in China are refused admission; patients from which cities must have a nucleic acid test report within two days before admission.

The Cancer Hospital of the Academy of Medical Sciences requires patients to show the communication big data itinerary card when entering the door.

The “State Council Client” App and the list of high-risk areas published on the official websites of the provincial health commissions are usually specific to districts and counties, even streets, communities, or even a unit of a building, but the communication big data itinerary card can only display To the city, it does not show the specific area the user has visited within 14 days.

The security guards cannot determine whether the patient has been to a medium-high-risk area in the city based on this. They can only reject all patients from the city according to the requirements of the hospital and based on the principle of “not to misplace one”. In addition, even "expanding" the scope of rejection to neighboring cities.

Hospitals are different from ordinary places, and it is difficult to determine the scope of admission

On the morning of the 20th, the reporter called the Doctor-Patient Relations Office of the Cancer Hospital of the Chinese Academy of Medical Sciences. The wiring staff said that even if patients in Hebei Province are from non-medium-high-risk cities in Hebei Province, according to the regulations of the hospital’s epidemic prevention and control leading group, Jinghou must also be isolated for 21 days first, and then according to the real-time epidemic prevention and control regulations 21 days later, on the basis of providing a negative nucleic acid test report, consider whether to be admitted to the hospital for corresponding treatment.

"As a specialized cancer hospital, unlike other hospitals, it may indeed need to be more stringent. Because the blood conditions of cancer patients are mostly unsatisfactory, which means that even if there is no new coronary pneumonia epidemic, they are extremely vulnerable to infection. We must find ways , To ensure the absolute safety of patients when they are admitted to the hospital.” The staff member suggested that patients from Hebei Province who are in urgent need of treatment should contact their attending doctor directly to consult if there are other alternatives or consider local treatment.

A doctor in the Department of Oncology of a well-known Beijing tertiary hospital told reporters that the epidemic in Hebei is still going on. Although only some areas have been designated as medium and high risks, the flow of personnel inside and outside the province is high, and the hospital really has to be careful.

"If a patient who comes to see a doctor is diagnosed with new coronary pneumonia afterwards, it may cause the department to be treated to close, and even bring other more serious consequences. If this happens, the others have never left Beijing, or even left. How can the health and interests of the patients in the hospital be protected?” The doctor said, “How can the boundaries of whether patients be admitted or not in the affected area be determined so that they can be more secure? What is the basis for judging the patient’s journey? More sophisticated and scientific?" She said that she was confused with many of her colleagues.

Li Rongzhi contacted his attending doctor in the Cancer Hospital of the Medical Academy. The doctor said that there is no other way.

The couple hurried back to Siping on the night of the 19th.

Because of local regulations, returning home from other places also need to produce a valid nucleic acid test certificate within 3 days. They are afraid that the delay will continue and they will not be able to return home.

Li Rongzhi told reporters that she had considered taking treatment locally, but she had been seeking medical treatment in Beijing for the past five years, and she did not even have a medical record in Siping. In this case, it is difficult for the local hospital to accept it.
