For the sake of effective proselytism, I would restrict attendance to the march of the virtuous: only those who demonstrate a positive balance in their fiscal relationship with the state could go.
That would limit the risk that amateur extractives end up convincing so many specific taxpayers who are not made of stone of the benefits of tax avoidance.
