One of his instruments is the so-called Neukölln model, which was developed in Berlin and adopted by other federal states: In the case of certain offenses, the procedure is shortened so that first-time offenders can confront the legal consequences more quickly.

For example, a 14-year-old who stole lipstick in the drugstore is sitting in court eight weeks later - it used to take much longer.

“That makes an impression,” says Sebastian Abel. "I haven't seen many first-time offenders a second time."
